This recruitment is to fill a Term-Limited Temporary position that is anticipated to end in December 2028. If filled by a King County employee who has passed their initial probation, the TLT will be a Special Duty Assignment.
King County’s Finance and Business Operations Division's, Business Development and Contract Compliance (BDCC) section is seeking a Compliance Contract Specialist Lead (Contract Specialist III).
This position is a senior level Contract Specialist who will help with the day-to-day administration of local, state, and federal small and disadvantaged business programs to ensure compliance with rules, regulations, and laws in administering these programs. Our ideal candidate will have a commitment to equity and social justice and is comfortable in bringing forth new ideas and challenging the status quo while respecting other viewpoints.
Scope of Job Duties
To be considered for this opportunity, you must at a minimum, demonstrate knowledge, skill and ability to:
Provide lead direction and leadership in the day-to-day activities of Contract Specialists in assigned Contract Program areas.
Perform a variety of activities associated with contract compliance and monitoring functions to include facilitating reviews of contracts to establish small business and workforce development goals and requirements, develop contract language and boilerplate, and monitor contractors’ compliance with contract requirements. Develop and review contract language for inclusion in county advertised solicitations. Investigate and draft protest responses.
Develop and recommend new business development strategies and methods to increase the use of small businesses in the award of county contracts.
Administer local, state, and federal small business contracting programs.
Conduct meetings with county staff and contractors to resolve compliance concerns with contract requirements.
Perform data collection and analysis and develop reports to report program performance.
Maintain contract files for audit accountability.
Interpret and apply procedures and rules for county and contractor compliance following county, State, and federal requirements, laws, and regulations.
Evaluate bids/proposals and contractors for compliance with program rules, federal regulations for compliance with EEO and non-discrimination policies and provisions.
Conduct presentations on programs, contract provisions and reporting requirements at pre-bid/pre-proposal, bid evaluation, and pre-construction conferences.
Plan, coordinate, and participate in outreach efforts and events. Plan, attend, and deliver workshops and presentations to a wide variety of audiences.
Communicate effectively with internal and external customers.
Minimum Qualifications
Demonstrated knowledge of contract administration and federal, state, and local laws, regulations and requirements pertaining to Equity and Social Justice, Equal Employment Opportunities, Small Disadvantaged Business Enterprise programs, and non-discrimination policies and/or civil rights compliance.
Experience and or knowledge of procurement theory, principles, and practices; contract development; and contract negotiations
Strong communication, interpersonal, writing and customer service skills
Intermediate level of technology proficiency using MS Office Productivity tools in your daily work
Ability to manage your time and adapt to changing priorities, work on multiple priorities and projects simultaneously, meet quick deadlines, and produce timely and quality work products.
Ability to work with people from diverse backgrounds.
Preferred Qualifications
Public procurement experience.
Foundational understanding of Equity, Racial and Social Justice.
Experience with LEAN processes and principles.
Experience with SharePoint, MS Teams and other collaborative online tools.

Position Information:
- Work Site Details: The work associated with this position will be hybrid. In office day requirements are 2 assigned days/ week. This may change as required by King County business needs and for meetings/events.
- Location Requirement: Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
- Work Schedule: This position is Exempt from the provisions of the Fair Labor Standards Act and therefore is not overtime eligible. Employees are paid on a bi-weekly schedule, every other Thursday, comprising a 40-hour workweek; normally 8:00 a.m. - 5:00 p.m. Monday through Friday.
- Union Representation: This position is represented by Local 17.

Salary : $113,931 - $144,414
