Led by the ECO Director, the team provides leadership through programs and project professionals responsible for executing Executive Constantine’s priority to aggressively confront climate change.

About the Role:

King County recognizes this change needs intentional leadership and has created this position to drive pro-climate and pro-equity strategic implementation of Green Building and Infrastructure.
This role is crucial for supporting the strategy and implementation of key green building and sustainable and resilient infrastructure programs at King County. The Green Building and Infrastructure Manager will advance and expand green building and sustainable and resilient Infrastructure coordination, with a strong focus on collaboration and accountability, in partnership with King County agencies, local governments, and communities.
The ideal candidate will have strong experience in developing and streamlining reporting processes; integrating equity, and racial and social justice into program outcomes; achieving results by applying strategic planning techniques; building high-performing matrixed work teams/programs; managing and working with large teams and programs; green building and operations experience; as well as experience assisting in procurement and supporting grant-funded programs.
ECO is seeking a self-starter who is skilled at building relationships with a broad range of policy and technical staff, consultants, and contractors – and who is comfortable with developing collaborative solutions in the face of emerging opportunities.
The role will work actively with a team of people charged with implementing King County’s green building ordinance and other programs. This position will also be formally “matrixed” with members of the Green Building Unit within King County’s Solid Waste Division’s Recycling and Environmental Service’s Section and will work closely with the County’s Green Building team and the Capital Project Management Work Group (CPMWG).
Lead, coordinate, and collaborate on the implementation of goals, actions and performance measures related to green building and sustainable and resilient infrastructure in King County’s Strategic Climate Action Plan (SCAP).
- Partner with the green building team to encourage the construction of energy-efficient and environmentally responsible buildings by establishing minimum standards for sustainable design and construction.
- Work with Department of Natural Resources and Parks Solid Waste Division (SWD) managers to support and mentor green building team program staff in the SWD on their work plans.
- Support King County engagement in state and federal building code updates and regional code collaboration to strengthen energy efficiency, water conservation, and renewable energy production.
- Help design and implement framework of Green Building Program Audits and reporting.
- Elevate, advocate for and support application of cross-cutting climate equity strategies and accountability in the planning, design, and implementation of green building and sustainable and resilient infrastructure.
- Elevate and accelerate opportunities for King County to plan for, design, and implement sustainable and resilient infrastructure.
- Coordinate with the Capital Planning and Management Working Group (CPMWG) on Green Building and Sustainable and Resilient Infrastructure goals, actions and SCAP implementation.
- Lead King County’s LEED for Cities and Communities certification update process.
- Work with ECO’s Climate and Workforce team and CPMWG to advance skill development, contractor engagement, and training opportunities for capital project managers.
- Track program performance and regularly report on program outputs and outcomes to support green building and infrastructure reporting.
- Develop, implement, and monitor the green building components of the climate cost share budget.
- Oversee preparation and implementation of work plans of green building program work funded by the climate cost share budget.
- Oversee the development of County-wide green building program policies and procedures and recommendations to County leadership.
- Perform other duties as assigned.
- At least 10 years of experience leading and managing green building programs or climate policy with a focus on building energy, efficiency and decarbonization or sustainable and resilient infrastructure.
- Functional and technical knowledge and experience in sustainable and resilient infrastructure, building electrification and decarbonization, and green buildings – policies, program models, technologies, design and delivery processes, operations.
- Provide an empowering leadership style and foster productive and supportive working environment that attracts and retains staff, promotes teamwork and collaboration while challenging and developing any direct reports.
- Demonstrated success managing high number of complex projects and resources.
- Experience in:
- Project management, including planning, organizing, budgeting, and designing new projects or programs.
- Advancing justice, inclusion, and equity at an individual and organizational level.
- Coordinating with a variety of stakeholders, such as capital project managers, utilities, code writers, advocacy organizations, and state and local governmental agencies.
- Providing strategic advice to leaders and/or elected officials.

- Demonstrated working knowledge of human resource management, supervisory techniques, and principles (including demonstrated ability to lead, coach, and mentor diverse project management staff).
- Familiarity with local, state, and federal policies and regulations related to building decarbonization, energy-efficiency, and sustainable design and construction.

WORK LOCATION and TELECOMMUTING REQUIREMENT The work associated with this position will be performed in a hybrid fashion of on-site and telework. This position will need to report to the work location three days a week (likely Tuesday-Thursday). Employees will also have access to shared workspaces at King Street Chinook Building at 401 5th Avenue in downtown Seattle. There will be situations where the employee maybe required to report to a county worksite. Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
WORK SCHEDULE: This position is exempt from the provisions of the Fair Labor Standards Act and is not overtime eligible. The typical work week is 40 hours per week, Monday – Friday. This position is not represented by a labor organization.
