With a growing portfolio of property parcels and the requisite complexity of Levy Administration and Tax Roll Development, King County's Department of Assessments is searching for a Levy Administration and Tax Roll Supervisor who is a dynamic people leader that possesses the professional, analytical, and mathematical skill to be successful in this position. The role will oversee and manage the workload of a highly visible and high performing team conducting routine, special, and well-defined property tax levy rate calculations, annexations, and exemptions. The Tax Roll represents the annual culmination of over 200 people’s worth of appraisal and accounting work and is the basis for property tax rates used in billing almost $8 billion in property taxes in King County.
This position will be a mix of analytical and production oversight, system and process improvement, and strategic planning. The primary focus will be overseeing the production of a timely and accurate property tax roll and rates through partnerships, collaboration, and accountability. Supporting responsibilities will include legislative and property tax analysis, the ability to step in and perform individual contributions as-needed, and as directed by the elected Assessor or designee.
This position reports to the Accounting Division Director, oversees a small business and finance team, and partners with division, agency, and external personnel. The work of this team contributes to the management and policy decisions made by the Department of Assessments. The successful candidate will at a minimum demonstrate skill and ability to:
- Plan, assign and direct the work of an analytical and technical team, which includes training, evaluating performance and recommendations for professional development and if necessary, discipline.
- Perform all supervision, performance management, and personnel-related responsibilities for assigned staff; write and conduct performance appraisals; provide new staff orientation and training.
- Develop and coordinate team/division projects, serve as a liaison between internal and external partners, particularly taxing districts and Treasury.
- Have the ability to drive quality accounting and administrative processes that ensure accurate and accountable property parcel administration and property tax exemptions services for our community.
- Recommend updates to policies, procedures, and division guidelines and develop an actionable plan for their implementation.
- Apply strong understanding of levy administration, mass appraisal, property assessments, and/or the assess-to-collect workstream.
- Ability to read, interpret, and understand departmental and county procedures, legal documents, RCW and WAC rules, jurisdictional policies and detailed property records.
- Participate in the development of analytical and computer system improvements aimed at improving the quality and efficiency of the levy administration and tax roll processes.
- Demonstrate strong business acumen, and an ability to work in a culturally and generationally diverse environment.
The successful candidate will display or demonstrate through submitted application materials and interviews:
- Has Three (3) to Five (5) years of increasingly responsible performance management experience in accounting and administration related to property assessments, or another related field.
- A minimum of four (4) years of accounting, business administration, bookkeeping, finance, property tax analysis or other related experience.
- Has experience in assigning resources and managing a process, project, or staff to achieve an outcome.
- Possesses a strong grounding in principles, techniques, and best practices for property tax administration; or another related field.
- Has a strong background in developing and supporting the performance of employees and implementing detailed and accounting/appraisal-specific processes, best practices, and goals.
- Demonstrated experience researching, understanding, and applying complex regulatory frameworks (i.e. legislation and administrative code).
- Can develop metrics and benchmarks to manage a project or annual process.
- Is customer-focused with a dedication to providing efficient and value-added services to our stakeholders.
- Is an IT Project Adopter and Leader in the introduction of new technology tools to improve our accounting functions and services.
- Can supervise, manage, develop, coach and mentor a culturally and generationally diverse staff in a collaborative manner that focuses on engagement, effective communication, and team building that is essential for the evolving business needs of the future; and,
- Can understand and apply Equity and Social Justice concepts in the supervision of staff and delivery of customer service.

Work schedule and blackout periods: The standard work schedule for this assignment will be Monday - Friday, eight (8) hours per day. There will be some vacation limitations during the heaviest workload months of December & January, but all schedules will be coordinated with department and divisional leadership.
