King County's Department of Community and Human Services (DCHS) Performance Measurement and Evaluation Unit (PME) is recruiting for an Operations Manager.
DCHS’s mission is to provide equitable opportunities for people to be healthy, happy, and connected to community. PME is comprised of almost 50 data and evaluation staff. Our mission is to generate evidence for use in collaboration with partners to support DCHS programming and policy decisions. We work in partnership with DCHS Divisions to make well-informed decisions, support continuous quality improvement and maintain credibility and support within the community for the benefit of King County residents.
The PME Operations Manager will be a member of the PME Senior Leadership Team and will report to the Chief of PME. The Operations Manager will provide strategic insight and leadership in planning, organizing, and managing unit operations and some DCHS-wide initiatives. This position will work with unit leadership to create and implement policies, oversee recruiting and hiring, help ensure a sense of belonging for all staff, and align with the mission of the Department's Equity, Race and Social Justice strategic plan.

WORK SCHEDULE/CONDITIONS: This position is exempt from the provisions of the Fair Labor Standards Act and not eligible for overtime. Typical hours are Monday - Friday 8am-5pm. This position is non represented by a union.
MISSION CRITICAL POSITION STATUS: This position has been designated Non-Mission Critical. TELEWORKING REQUIREMENT: The work associated with this position will be performed through a combination of teleworking complemented with onsite work and meetings as needed. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations. Lead, direct, and oversee PMEs internal operations to support the Unit’s success:
- Analyze internal operations and identify areas for process enhancement.
- Provide leadership and support for implementation and continuous improvement of policies and operating procedures.
- Build and maintain effective working relationships with unit staff, department leadership, County Executive staff, and other County departments.
- Lead implementation of key initiatives and projects, such as annual and quarterly unit deliverable tracking, after recruitment review process, and stay interviews with staff.
- Support user management for shared drive, database schema, and other tools.
Lead and manage PME recruiting, offboarding and training processes:
- Support equitable and consistent hiring practices by developing and updating internal resources and tools, training managers on recruitment, onboarding and offboarding processes and expectations, and facilitating exit interviews with departing staff.
- Manage the ongoing and annual performance evaluation process for the unit, including developing internal timelines for unit performance appraisal review and completion, monitoring completion of probationary evaluations and training new managers on performance evaluation processes and expectations. Reinforce and embed equity and social justice principles into policies, practices, attitudes, and actions that produce equitable access, opportunities, treatment, impacts and outcomes for all.
Participate in a high performing Unit and Management Team:
- Be an active member of PME Senior Leadership Team.
- Manage PME Extended Leadership Team meetings and follow through on action items.
- Manage the Unit’s Applied Equity Community of Practice.
- Liaise with DCHS Human Resources Team on multiple things, including but not limited to partnering with the King County Office of Labor Relations and Labor Unions.
- Be a champion of equity, cultivating a culture that allows all members of the team to contribute and thrive.
- Provide candid and caring feedback and coaching to help members of the team continually improve and develop.
Serve as unit representative for enterprise-wide initiatives and priorities:
- Support the Unit and Department’s Annual Planning Processes.
- Support the DCHS Lean Maturity Model assessments.
- Serve as the PME representative to the DCHS Internal Systems Team.
- Serve as the PME representative to the ERSJ internal alignment meeting and a PME representative to the DCHS ERSJ Coordinating Body meeting.
- Act on behalf of the Chief of PME to lead implementation of complex, interdivisional, and cross department projects of strategic importance.
- Perform other related duties as assigned.
- At least three years of full-time experience in progressively more complex and responsible roles related to operations, business development, or a similar field.
- Strong and demonstrated experience in project management, including managing multiple complex and time sensitive projects concurrently.
- Demonstrated experience leading process improvement initiatives.
- Demonstrated experience guiding a team of professionals from different teams to achieve project goals, ensuring alignment with organizational objectives.
- Possess the analytical abilities necessary to make sound decisions, logical interpretations, and to review and interpret quantitative and qualitative information.
- A strategic thinker who can navigate ambiguity and has the ability to balance competing priorities, complex situations, and tight deadlines.
- Experience building effective relationships and influencing team members across functions to drive project success, without having direct supervisory responsibility over the team.
- Demonstrated experience in the human services field and/or in the public sector.
- Demonstrated experience supporting teams in a unionized environment.
- Experience designing and overseeing equitable, efficient, effective policies and operation.
- Deep knowledge of, and proven implementation of equity and social justice principles and practices and understanding of the effects of racism and policy and systems-based inequities on marginalized communities and populations.
- Possesses energy, drive, and passion for continuous improvement, both personal and at an organizational level.
- Ability to coordinate, schedule and facilitate effective and efficient meetings with cross-section staff, and follow through on action items to ensure completion.
- Excellent verbal, written, and interpersonal communication skills with the ability to communicate in politically sensitive manner, clearly express division goals and objectives, and establish mechanisms and encourage the constant exchange of ideas and information up, down, and across an organization.
- Operate with proficiency a variety of office equipment to include an office computer, a variety of word processing, spreadsheets, analytical and data management, project management software and applications as well as some graphic and presentation programs. High level of knowledge, competency, and experience with Modern Workplace tools, including SharePoint, MicrosoftTeams, OneDrive, and other related tools.
- DESIRED QUALIFICATIONS
- A Bachelor's degree and/or an equivalent combination of professional and life experience, ideally in operations management, business or related field, that enables the ability to learn complex processes quickly, analyze and improve those processes, and then teach others about the processes.
- Have currently or previously held a project management certification (e.g., PMP, Lean, Six Sigma, CAPM, MPM, CompTIA Project ).
