Summary

  • This recruitment is open to current King County Department of Local Services career service employees who have completed their initial probation and will be used to fill one Special Duty Assignment (SDA) position. The SDA is anticipated to end on March 17, 2025.

The King County Road Services Division is seeking a Roads Records Manager (Project Program Manager III) to serve as the Public Records Officer, overseeing the division's records program and ensuring compliance with the Public Records Act (PRA) and King County policies. This expert-level role involves managing public records requests, supervising the Map and Record Center, and maintaining records retention schedules. The successful candidate will be a subject matter expert on public records, legal holds, subpoenas, and discovery requests, providing high-level training to staff and ensuring best practices in records management. The role also requires staying current with relevant laws and statutes and training others on these processes.

Job Duties

Applying is a daily responsibility and a foundational expectation for all King County employees. In this role, you will apply equity and social justice principles that exemplify shared values, behaviors, and practices to all aspects of the work.

  • Supervise the Road Services Division Map and Records Center staff including hiring, developing training expectations, and recommending effective discipline;
  • Independently manage complex Public Record Requests and responses, provide expert-level consultation with Prosecuting Attorney's Office and Leadership Team, uphold Public Records Act requirements for agency.
  • Coordinate agency's public records program , including participation and collaboration on Department's Records Management workgroup, the countywide Public Records Committee, and workgroups identifying and developing countywide records management policies.
  • Conduct legal research to ensure records retention periods meet federal, state, and local requirements, as well as industry standards;
  • Develop Roads records management program by relating business processes and legal and operational issues to records management requirements ;
  • Coordinate legal hold tracking ;
  • Provide advisement, oversight, planning, and coordination of requests for the Division;
  • Develop and track work programs and project plan(s) and produces quarterly updates to work program in coordination with manager;
  • Provide authoritative program-specific information that requires interpretation of established policies, procedures, codes, regulations and other relevant sources for internal and / or external customers, including the Public Records Act;
  • Provide oversight for Map Counter queries and requests regarding records management practices and system applications and programs in a timely and professional manner;
  • Interpret records management policy and aid in following records management best practices involving the full life-cycle management of records and information in all formats for Roads employees;
  • Verify disposition eligibility of records against current retention schedules and recommend appropriate action;
  • Promote records management awareness throughout the division by developing outreach strategies and programs ;
  • Manage records created or received that are needed to document assigned work and ensure that those records are properly captured, organized, secured, kept accessible, retained, and disposed of according to records management requirements set out in county records retention schedules, policies and procedures and applicable public records laws.

  • Experience, Qualifications, Knowledge, Skills

    Minimum qualifications :

  • Comprehensive knowledge of the Public Records Act , records management theories, best practices, government records, management life-cycle concepts, public works records, and record destruction methods and procedures for various records;
  • Experience processing and responding to complex public records requests in compliance with the requirements of the Public Records Act;
  • Working knowledge of organization policies and procedures including requirements regarding record security, classification and access;
  • Experience successfully establishing and monitoring work programs and providing clear direction to staff regarding work assignments and priorities;
  • Strong customer service skills including using discretion, patience, etiquette, professionalism and the ability to calmly and diplomatically work with internal and external stakeholders;
  • Excellent communication , interpersonal, and facilitation skills;
  • Proven ability to navigate sensitive political issues and knowledge of when to escalate issues;
  • Experience working closely with legal counsel , staff and management.
  • The ability to prioritize an ever-changing workload.
  • Experience using computer software programs (the county uses the Microsoft suite).
  • Knowledge of the determinants of equity and support of the County's anti-racism and pro-equity agenda.
  • A proven and action-oriented commitment to evolve self-awareness of racism, positional power, privilege and the realities of race and other socially defined categories (such as gender identity, etc.).
  • Strong knowledge of current and future trends that affect King County in the areas of records management.
  • DESIRED QUALIFICATIONS : (add here in bulleted format if applicable)

  • Experience working with the Microsoft Customer Relationship Management (CRM) software;
  • GovQA experience for processing and tracking public record requests;
  • Familiarity and experience with data processing software such as DISCO;
  • Experience with Acrobat Pro for redacting records;
  • Experience developing public records program procedures and protocols.
  • Demonstrated experience in gathering data and reporting on program services.
  • Experience as a supervisor and proven track record of leading a successful team.

    WHO MAY APPLY :

    This recruitment is open to current King County Department of Local Services career service employees who have completed their initial probation and will be used to fill one Special Duty Assignment (SDA) position. The SDA is anticipated to end on March 17, 2025. Special duty applicants must have approval from their current supervisor to accept an assignment. Current employees selected for special duty will be compensated based upon the provisions of the collective bargaining agreement, King County Personnel Guidelines, or Coalition Labor Agreement for their base assignment.

    WORK SCHEDULE :

    The work week is normally Monday through Friday, 8 : 00 a.m. to 5 : 00 p.m., but may at times require work outside of normal business hours. This position is Exempt from the provisions of the Fair Labor Standards Act and is not eligible for overtime pay.

    EMERGENCY DESIGNATION STATUS : This position has been designated (Mission-Critical) - Those employees who provide, maintain, and re-establish essential county functions as described in agency Continuity of Operations plans.

    Unless otherwise directed by the County Executive, department director or agency head, all employees, regardless of designation, are expected to report to work or request leave during an emergency or inclement weather.

    TELEWORKING REQUIREMENT

    This is a hybrid position. The work associated with this position will be performed by teleworking, onsite work and meetings as needed. The responsibilities of this position will include regular and ongoing in-office work.

    Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

    Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours.
