The King County School-to-Work Program connects students with intellectual and developmental disabilities (I/DD) to employment services early while they are still in their high school transition programs. This best practice transition service model involves multiple partnerships with the goal of supporting students to obtain paid employment prior to exiting their high school transition programs at age 22.
This School-to-Work Program Manager will be responsible for co-planning, coordinating, implementing, and maintaining services to meet the employment needs of current and future King County youth who experience I/DD. This position will perform a broad range of functions at an expert level, including co-developing new and innovative best practices and funding strategies, managing expenditure and revenue contracts, supporting increased outreach to underserved communities, working to ensure culturally relevant and equitable services, and supporting the continuous improvement of employment outcomes.

This position reports to the School-to-Work Team Lead within the Adult Services team of the Developmental Disabilities and Early Childhood Supports Division. The successful candidate will collaborate closely with team members who lead and support work with the School-to-Work, Adult Services and Developmental Disabilities and Early Childhood Supports Teams.

WORK SCHEDULE/CONDITIONS: This position is exempt from the provisions of the Fair Labor Standards Act and is not eligible for overtime. Typical hours are Monday - Friday, 8 am - 5 pm. This position is represented by Protec17.

TELEWORKING REQUIREMENT: The work associated with this position will be performed through a combination of teleworking complemented with onsite work and meetings as needed. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance of their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a county-issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. - Co-manage the coordination and implementation of the School-to-Work Program in King County.
- Develop and implement strategies to ensure racially equitable and culturally relevant services for students with intellectual and developmental disabilities.
- Develop and implement strategies to support increased outreach to underserved communities.
- Work collaboratively with team and partners to identify funding opportunities to grow the program and expand capacity.
- Develop program policies/procedures in compliance with state and county requirements.
- Collaborate to implement data-informed best practices in service delivery and administration.
- Develop and manage contracts with community-based service organizations to ensure compliance with school district, state, and county requirements. This includes developing and negotiating agency contracts, approving agency expenditures, and determining the need for contract amendments.
- Work collaboratively with team and Fiscal to manage multiple revenue contracts with partners.
- Represent the Division in multi-agency and inter-jurisdictional meetings and community meetings.
- Provide and/or arrange technical assistance for service providers to ensure compliance with federal, state, and county requirements, implementation of evidence-based practices, and support for training and technical assistance needs.
- Establish and maintain strong working relationships with program partners, including local School Districts, Washington State Department of Social and Health Services (DSHS), Developmental Disabilities Administration (DDA), DSHS, Division of Vocational Rehabilitation (DVR), service providers, staff from other counties, employers, advocacy groups and other community partners to improve the coordination of resources for students with I/DD.
- Plan, build agendas, and effectively facilitate meetings with providers, other governmental professionals, advocacy groups, and the general public.
- Handle politically sensitive inquiries from individuals, families, agency providers, DSHS/DDA Case Resource Managers, advocates, and other community members.
- Develop, coordinate, and deliver training on a variety of policy and procedural topics to contractors, advocacy groups, and other community partners.

- Strong knowledge and commitment to equity and social justice principles and practices, as well as an understanding of the effects of place, race, policy, and systems-based inequities on marginalized communities and populations.
- A combination of at least six years of education and/or professional experience within the developmental disabilities service system.
- 2 or more years of experience leading a developmental disabilities service system-related project or program.
- Professional developmental disabilities experience in supported employment administration, including employment services for transition-age youth.
- Skills and abilities working collaboratively with diverse program partners, including individuals with disabilities, families, school districts, culturally specific and community-based groups, service providers, DSHS/DVR Counselors, DSHS/DDA Case Managers, other government partners, and co-workers.
- Ability to identify intersecting issues, challenges, and opportunities for collaboration across internal and external partners, including strategies to promote equity.
- Professional experience in the areas of planning, policy, or program development and public engagement.
- Professional experience in managing a budget consisting of multiple funding sources and subject to federal, state, and county requirements.
- Ability to assess, plan, and/or deliver engaging training and technical assistance, including skills to make effective presentations to diverse audiences.
- Demonstrated experience in using data to inform continuous quality improvement.
- Demonstrated ability to function in complex and sensitive political situations, including effectively responding to consumer inquiries, concerns, and/or complaints.
- Ability to work with creativity and flexibility, both independently and as a team member; to work under deadlines and on several tasks simultaneously; and to organize and prioritize quickly in response to changing needs.
- Professional experience to plan, build agendas, and facilitate effective meetings in a variety of settings including large and small groups and including potentially controversial topics.
- Valid Washington State Driver’s License or ability to travel throughout the County in a timely manner.
