The Procurement & Payables section of King County's Finance and Business Operation Division is seeking a Supplier Program Manager (Project/Program Manager III). If you are seeking a challenging stretch opportunity, this is a great assignment to consider!
The person selected for this role will be dedicated to supporting and optimizing our supplier program within the Procurement & Payable Section. The role reports to the Organizational Support and Communications team supervisor and will follow a hybrid work model, requiring two days in the office at King Street Center. The ideal candidate will be skilled in using King County’s E-Procurement system and possess a strong ability to manage supplier relationships, process improvements, program and project management, change management, and cross-functional collaboration. Training will be provided to ensure high proficiency in supplier program tasks.
Scope of Job Duties
- Serve as a primary point of contact for supplier program inquiries, ensuring effective communication and administration of supplier-related tasks within the E-Procurement system.
- Coordinate and attend all Trade Shows as outlined in P&P’s 2024 Trade Show plan; develop the 2025 trade show strategy.
- Provide support, guidance, and business requirements for E-Procurement tickets affecting the supplier community.
- Maintain and update E-Procurement Supplier Portal User Guides as needed.
- Coordinate and facilitate monthly Supplier Orientations on How to do Business with King County.
- Maintain update Supplier Orientation metrics.
- Research, resolve, and respond to supplier and customer inquiries related to supplier registration, E-Procurement tools, and resources.
- Deliver exceptional customer service by supporting and guiding both internal and external stakeholders within the supplier program.
- Coordinate and execute change management activities affecting suppliers when updates and changes occur in the E-Procurement system.
- Ensure compliance with federal, state, and county rules and regulations, following established procedures and processes.
- Utilize various tools and systems to accurately manage the supplier program, including MS Teams, OneNote, MS Outlook, AirTable, and spreadsheets for tracking and reporting.
- Apply Lean tools and principles to drive process improvements, enhance productivity, and support a streamlined, efficient government procurement system.
- Manage competing priorities while staying focused on milestones and program objectives.
- Perform other duties as assigned.
Minimum Qualifications
- Proficiency in E-Procurement systems and experience with supplier program administration.
- Strong organizational and multitasking abilities in a fast-paced work environment.
- Excellent communication and interpersonal skills to effectively engage internal and external stakeholders.
- Demonstrated problem-solving abilities and a continuous improvement mindset.
- Strong communication, interpersonal, writing, and customer service skills.
- Intermediate level of technology proficiency using MS Office Productivity tools in your daily work.
- Ability to manage your time and adapt to changing priorities, work on multiple priorities and projects simultaneously, meet quick deadlines, and produce timely and quality work products.
- Ability to work with people from diverse backgrounds.
Preferred Qualifications
- Experience using Zoom platform to conduct trainings and meetings.
- Experience with public procurement
- Experience with public speaking to big groups and/or facilitating large training sessions
- Experience with LEAN processes and principles
- Experience with SharePoint, MS Teams and other collaborative online tools
The Procurement & Payables (P&P) section is part of the larger Finance and Business Operations Division portfolio of countywide services. Position Information:
- Work Site Details: The work associated with this position will primarily be hybrid. In office requirements are set to 2 assigned days per week. This may change as required by King County business needs and for meetings/events.
- Location Requirement: Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
- Work Schedule: This position is exempt from the provisions of the Fair Labor Standards Act and therefore is not overtime eligible. Employees are paid on a bi-weekly schedule, every other Thursday, comprising a 40-hour workweek; normally 8:00 a.m. - 5:00 p.m. Monday through Friday.
- Union Representation: This position is not represented.
Employees will be provided with a County issued laptop. When working remotely employees must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work, remain available and responsive during scheduled work hours, and follow FBOD’s Hybrid and Remote Guidelines including on-camera participation during virtual video meetings. King County has a robust collection of tools and resources to support working remotely.
