King County Metro Transit’s Facilities Division has an exciting opportunity for a Transit Facilities Power Superintendent (Transit Superintendent – Power). We are seeking to fill this position with an outstanding people leader. 


Our Transit Facilities Power Superintendents lead over 85 diverse and highly talented personnel and direct all maintenance operations that support the Power section.


Transit Facilities Power Superintendents manage 29 substations and all aspects of the maintenance and repair of electrical equipment, high-voltage trolley overhead, and the related power distribution system that supports the operation of trolley buses through progressive leadership. They also work on achieving strategic performance improvements and operational goals that impact service delivery. We are looking for a skilled people leader who possesses the industry knowledge and technical competence to support the trades work completed within their specific workgroups. The successful candidate will be analyzing, forecasting, and reporting on maintenance and repair trends, costs, and performance metrics, and leading special programs and projects. The ideal candidate will collaborate with a diverse group of internal and external partners, agencies, and unions that support our agency’s goals of providing quality public service to our King County Residents.


About Metro’s Facilities Division 

The Transit Facilities Division maintains all Metro Transit properties, such as bus bases, park & rides, bus shelters, and offices and maintenance shops. Services include bus shelter repairs and replacements, bus shelter cleaning, trolley wire repairs, radio maintenance for buses, environmental spill clean-up, bus sign replacement, graffiti removal, and other facilities maintenance duties. Additionally, the Facilities Division also implements capital improvement and grant-funded projects aimed to enhance the condition of County-owned facilities and to respond to ridership needs based on route usage and customer feedback.

  • Hire, lead, develop, supervise, mentor, and motivate employees to help them recognize the important role they each play in achieving the overall agency goals and empowering them to perform accordingly. Lead teams by:
    • Demonstrating positive leadership and role modeling to encourage and support staff while managing employee performance and implementing corrective action where appropriate.

    • Providing guidance and direction to Transit Chiefs, supervisors, skilled trades and craft workers, administrative staff, and other staff.
    • Troubleshooting complex or sensitive issues and problems.
    • Managing performance of teams through performance appraisals, direct feedback, investigations, and corrective action; and working with labor unions to resolve labor issues.
  • Plan, direct and evaluate the maintenance and repair work performed by the assigned unit; develop, implement, and refine comprehensive preventive maintenance programs, operations and schedules for Metro’s fixed-assets and equipment; establish and ensure work performed adheres to quality and safety standards and preventive maintenance schedules.
  • Provide supporting data and recommendations to management in the formulation of the Transit Facilities Division (TFD) operating and capital improvement budgets; manage and administer the work unit maintenance budget; authorize expenditures within designated authority level; monitor budget and maintain expenditures within approved levels; manage and administer contractor and vendor service, supply, repair, construction, and related contracts asrequired.
  • Develop and implement emergency response plans; establish and implement work, safety programs and policies; develop and implement employee training on emergency response and safety protocols, practices, and procedures.
  • Enter and extract data and produce varied analytical reports and summaries from automated asset and maintenance management information systems.
  • Participate and represent TFD in a wide variety of internal and external work groups, project teams, committees, and task forces.
  • Provide management, administration, and resource allocation for the activities related to routine maintenance, repairs, cleaning, grounds maintenance, and work on projects regarding transit properties and facilities (includingFire/Life Safety systems and conveyances).
  • Establish strategies, goals, objectives, and performance indicators to improve and enhance Metro’s Facilities Divisionperformance; ensure conformance with all contractual and regulatory requirements as well as industry standards andbest practices.
  • Continuously improve the work group. Develop the use of performance metrics; recommend corrective actions asneeded; manage data collection and reporting.
  • Perform other duties and work on special projects as needed.
  • Transit Facilities Power Superintendents may act for higher-level managers as assigned and will perform other job duties as necessary.

To be considered eligible for this role, applicants must possess these MINIMUM QUALIFICATIONS

  • Four (4) or more years of increasingly-responsible supervisory, leadership, and/or management work experience, with at least two (2) years in a facilities management or maintenance setting, or a Bachelor's degree in Business Administration, Public Administration, Facilities Maintenance/Management, or related field of study, or any combination of experience and/or education totaling four (4) or more years which demonstrates the knowledge, skills, and abilities required to perform the essential functions of the job.
  • Experience overseeing maintenance and repair staff and deliverables in related trades or craft fields.
  • Demonstrated ability to work with a diverse workforce and prioritize safety, respect, and care for employees in a unionized setting.
  • Established track record of being able to oversee people and projects in an operational setting to get results.
  • Knowledge of local, state, and federal codes and regulations that apply to commercial and transit properties and facilities.
  • Knowledge of the principles, practices and techniques involved in the maintenance and repair of a large inventory of mass transit properties, facilities, and structures.
  • Knowledge of human resources management, supervisory principles and federal, state, and local laws related to employment.
  • Knowledge of the principles, practices and techniques of labor relations that include interest-based or collaborative labor negotiations, as well as grievance and arbitration processes.
  • Excellent interpersonal, communication and customer service skills in relation to internal and external stakeholders.
  • Skill in effective planning and delegating work assignments.
  • Skill in conflict resolution, problem solving and negotiation.
  • Skill in statistical and operational analysis with an emphasis on Electronic Asset Management (EAM).
  • Skill in establishing and maintaining effective working relationships and team building.
  • Skill in staff development and training.
  • Skill in use of Microsoft Office applications, such as Outlook, Word, Excel, Teams, SharePoint, and computerized work order systems, e.g. EAM.

  • Experience evaluating and assuming responsibility for the institutional policies and competencies required to accomplish the goals and objectives of Metro and Facilities Maintenance.
  • Experience translating leadership's direction and intent into specific tasks and responsibilities.
  • Proven ability to detect and correct unsafe and/or inappropriate behavior that negatively impacts operations and/or service.
  • Experience applying Equity and Social Justice principles in the workplace.

 

Necessary Special Requirements

  • Valid Washington State driver license or the ability to travel throughout the County in a timely fashion.
  • Work requires reporting for duty and directing unit operations during adverse weather events and other emergencies.
  • Work requires remaining on-call on a periodic schedule to respond to emergent critical needs, emergencies, or other special circumstances.

SELECTION PROCESS

WORK LOCATION AND ENVIRONMENT

This position reports to Power Distribution Headquarters (2255 4th Avenue S; Seattle, WA 98134). Work may be required at other facilities through the Metro Transit service area. 


Work is performed in an industrial setting where the worker may be exposed to or near heavy operating machinery, high voltage, adverse weather conditions, uneven surfaces, catwalks/metal grating, and/or noxious or toxic gasses and chemicals. The noise level is quiet to occasionally loud. Hearing protection and eye protection are required in some areas, and hard hats and other appropriate personal protective equipment (PPE) may be required on occasion. 


WORK SCHEDULE

This position is anticipated to be full time, assigned 40 hours per week. Schedules can include day, swing, and overnight shifts, and work on weekends, holidays, and other non-standard workdays, and employees must be available for emergency response call-outs when needed. Additionally, this position participates in a mandatory on-call rotation to provide immediate response to Transit incidents and other emergencies as required. This may be a 30-day rotation during which the Transit Facilities Power Superintendents must be available to respond to emergencies by phone, radio, or on-site, if necessary, 24 hours a day and on weekends and holidays, to direct and coordinate personnel and equipment, with other work groups or agencies, as appropriate. This position is exempt from the provisions of the Fair Labor Standards Act, and are therefore not eligible for overtime pay. This position requires consistent on-site presence to accomplish assigned duties, and is generally not eligible for telework/remote work, though telework and/or alternate schedules may be considered.
