Job Summary:
The Chief Financial Officer (CFO) will lead the financial and accounting functions, ensuring compliance with government regulations while supporting strategic decision-making. Responsibilities include preparing and analyzing financial reports, developing financial strategies, managing risks, and overseeing budgeting processes. The CFO will establish and document robust project accounting policies and procedures to maintain financial transparency. Supervisory Responsibilities:
- Provide visionary leadership to the finance and accounting team, fostering a culture of collaboration, excellence, and innovation.
- Supervise and mentor team members, including conducting performance evaluations and establishing professional development goals.
- Ensure effective communication and alignment between the finance and accounting department and other business units.
Key Responsibilities:
Financial Management & Reporting:
- Oversee the development and implementation of financial systems in compliance with Generally Accepted Accounting Principles (GAAP), ensuring accuracy and timeliness of financial reports.
- Prepare comprehensive financial statements, reports, and budgets for internal and external stakeholders, including management and the board of directors.
- Conduct financial analysis to identify trends, optimize costs, and enhance performance.
Regulatory Compliance:
- Ensure compliance with Defense Contract Audit Agency (DCAA) and Defense Contract Management Agency (DCMA) financial practices and audits.
- Maintain expertise in Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) guidelines to ensure organizational adherence.
- Implement and monitor internal controls to meet government contract requirements.
Cost Accounting Standards (CAS):
- Lead the application of CAS practices, ensuring consistency, compliance, and accurate cost allocation.
- Guide project managers and staff on CAS principles and disclosure requirements.
Strategic Financial Leadership:
- Collaborate with the executive team to align financial strategies with the company’s mission and growth objectives.
- Assess financial risks and opportunities, providing actionable recommendations to optimize performance and mitigate risks.
- Oversee cash flow management, forecasting methodologies, and relationships with financial institutions.
Required Skills & Competencies:
- Strong written and verbal communication skills.
- Advanced proficiency with Microsoft Office and financial systems.
- Exceptional analytical, problem-solving, and decision-making abilities.
- Ability to interpret and apply complex financial regulations, especially within government contracting environments.
- Competence in advanced mathematical concepts such as rates, ratios, and financial modeling.
Education & Experience:
- Bachelor’s degree in Finance, Accounting, or a related field (required).
- Master’s degree in Business Administration (MBA), Finance, Accounting, or Financial Engineering (preferred).
- Minimum of 5 years of experience in financial management, preferably within government contracting.
- Comprehensive knowledge of:
- Generally Accepted Accounting Principles (GAAP)
- DCAA and DCMA financial practices
- Federal Acquisition Regulation (FAR) and DFARS guidelines
- Cost Accounting Standards (CAS)
Physical Requirements:
- Prolonged periods sitting at a desk and working on a computer.
- Occasionally exposed to loud noises.
- Ability to lift up to 25 pounds and perform tasks requiring standing, walking, and reaching.
- Must meet vision and hearing requirements for safety compliance.
Special Qualifications:
- Ability to successfully pass federal, state, or local government background investigations as required.
