The Deputy Director Behavioral Health assists the Director of Behavioral Health in planning, directing, and managing the activities and staff of the Behavioral Health Department. Kings County Behavioral Health seeks to fill two Deputy Director positions overseeing the Administrative and Clinical Divisions within the Department. Future vacancies for this position may be filled from the eligible list to be established. The expected life of the eligible list is six months.

MANAGEMENT LEVEL II BENEFITS
The Deputy Director, Behavioral Health classification is an executive management-level position and, as such, the incumbent serves at the pleasure of the Behavioral Health Director.
- Plans, manages, and oversees the daily functions, operations, and activities of a division or large functional area of the Behavioral Health Department, including the formulation and evaluation of direct service delivery programs and/or state and federal contractual obligations; assists with the overall administration of the Behavioral Health Department.
- Participates in the development and implementation of goals, objectives, policies, and priorities for the division; continuously monitors the efficiency and effectiveness of assigned programs, service delivery methods, and procedures; assesses and monitors workload, administrative, and support systems, and internal reporting relationships; identifies opportunities and makes recommendations for improvement.
- Participates in the development, administration, and oversight of assigned budgets; determines funding needed for staffing, equipment, materials, and supplies; ensures compliance with budgeted funding.
- Participates in the selection of, trains, motivates, and evaluates assigned personnel; works with employees to correct deficiencies; recommends and implements discipline and termination procedures.
- Develops and manages requests for proposals for professional and/or contracted services; prepares scope of work and any technical specifications; evaluates proposals and recommends award; negotiates contracts; administers contracts to ensure compliance with County specifications and service quality.
- Oversees the delivery of behavioral health care services including those provided by outpatient clinics, subcontracted providers, inpatient hospitals, and inter-agency projects with other County departments.
- Coordinates and maintains accountability on shared intra-agency responsibilities including, but not limited to, compliance, performance management, audits, appeals, budget, provider rate setting, claims payment, reconciliation systems, information management and reporting activities.
- Serves as the Director of Behavioral Health in their absence or when designated; represents the department in collaboration with other County agencies/departments and with various public and private agencies as well as Federal and State organizations.
- Integrates and develops continuity of care across behavioral health operational units, including program development and system wide planning.
- Assures inter-agency and intra-agency collaboration and integration of services, develops inter-agency policies and procedures.
- Provides direction regarding the allocation of available funds for both County-operated and contract provided services.
- Provides leadership and oversight for the implementation of healthcare reform initiatives into service delivery operations.
- Reviews, monitors, and interprets proposed legislation and changes in laws and regulations; and assures administrative compliance with applicable federal and state laws and regulations.
- Serves on a variety of committees and task forces; attends meetings and makes presentations as required.
- Monitors new trends and innovations in the fields of mental health and substance abuse disorders.
- Prepares a variety of correspondence, narrative and statistical reports, information for the Board of Supervisors, program documentation, policies, procedures, and other written materials.
- Responds to public inquiries and complaints and assists with resolutions and alternative recommendations; serves as a spokesperson for the Department at a variety of community events, meetings, and other public relations activities in the Director’s absence, or when designated.
- Ensures staff observe and comply with all County and mandated safety rules, regulations, and protocols.
- Performs related duties as assigned.
Education:
- Equivalent to a bachelor’s degree from an accredited college or university with a bachelor's degree in behavioral sciences, psychology, sociology, or a closely related field.
- Five (5) years of increasingly responsible experience in a behavioral health organization including at least three (3) years in a supervisory or management capacity.
Licenses:
- Possession of a valid California driver's license issued by the Department of Motor Vehicles at the time of appointment.
- Possession of a valid license as a Clinical Social Worker, Marriage and Family Therapist, Psychologist, or Professional Clinical Counselor issued by the California State Board of Behavioral Health Sciences is desirable.
Qualify for security clearance through a background investigation and fingerprint check; must be willing to work irregular hours as required; travel within and outside the County.
