Kinston Community Health Center (KCHC) is seeking a seasoned and mission-driven Director of Quality, Compliance, and Risk Management (QCRM) to oversee our quality initiatives, compliance programs, risk management systems, and regulatory alignment. This vital leadership role directly impacts patient safety, operational integrity, and the future success of our Federally Qualified Health Center (FQHC).
Position Overview
The Director of QCRM is a senior leader responsible for ensuring compliance with all applicable state and federal regulations, HRSA Bureau of Primary Health Care guidelines, and internal policies. This role includes leading the center’s compliance program, managing quality improvement initiatives, overseeing risk and claims management, coordinating HIPAA/privacy functions, and ensuring a culture of safety and accountability across the organization.
Key Responsibilities
Compliance
Develop, implement, and oversee KCHC’s Compliance Program
Conduct internal audits, risk assessments, and regulatory monitoring
Investigate suspected unethical conduct and implement corrective actions
Provide quarterly reports to the CEO and Board of Directors
Lead compliance training for employees, contractors, vendors, and board members
Collaborate with Human Resources on disciplinary actions when necessary
Privacy Officer Duties
Lead HIPAA Privacy Rule compliance efforts, including staff training and policy development
Monitor and respond to privacy breaches and complaints
Maintain and retain documentation in accordance with privacy regulations
Coordinate with IT and legal counsel to ensure data security and privacy
Risk Management
Oversee patient safety and risk prevention programs
Investigate and report adverse events, sentinel events, and safety incidents
Lead root cause analyses, safety reviews, and system improvements
Serve as liaison with external agencies regarding reporting and investigations
Support just culture initiatives and continuous safety education
Claims Management
Develop and implement claims management procedures
Investigate claims and lawsuits for causes and systemic improvements
Communicate risk mitigation strategies and lessons learned to all staff
Ensure immediate reporting of claims to HHS Office of General Counsel as needed
Quality Improvement
Lead quality initiatives to support PCMH, FTCA, and UDS performance goals
Coordinate audits, evaluations, and development of improvement plans
Develop and deliver QI reports to the Board and executive leadership
Lead cross-functional committees focused on clinical and operational excellence
Facilitate patient satisfaction surveys and report results quarterly
Safety Officer Responsibilities
Monitor occupational safety and ensure OSHA compliance
Investigate accidents and hazardous situations; develop safety protocols
Deliver health and safety training and maintain emergency preparedness
Document and analyze incidents to implement preventive measures
Supervisory Responsibilities
Supervise departmental staff and oversee daily workflow
Manage scheduling, timesheets, and time-off requests
Train new hires, evaluate performance, and provide coaching and feedback
Resolve team issues in accordance with the KCHC chain of command
Qualifications
Education:
Bachelor’s degree in a healthcare-related field required
Professional certifications in compliance, risk management, or quality improvement preferred
Experience:
Minimum of 3 years’ related experience, preferably in a clinical setting
At least 2 years in a supervisory or leadership role
Skills:
Proficient in Microsoft Office, EHR systems, and regulatory platforms
Strong knowledge of HIPAA, HRSA, OSHA, and healthcare regulatory standards
Exceptional communication, leadership, and decision-making skills
Ability to manage confidential and complex issues with professionalism
