Kinston Community Health Center (KCHC) is seeking an experienced and strategic Human Resources Director to lead and manage all aspects of our Human Resources operations. This key leadership role is responsible for planning, directing, and coordinating HR practices that support a productive, compliant, and people-centered workplace culture. Position Summary
The Human Resources Director oversees the full scope of HR operations, including recruitment, onboarding, compensation, employee relations, benefits, compliance, training, and staff development. The Director ensures that all HR policies and procedures align with federal and state laws, Equal Employment Opportunity Commission (EEOC) regulations, and funding source requirements. This role works closely with the executive team to support organizational goals and strategic planning.
Key Responsibilities
Human Resources Operations
Lead all aspects of HR, including staffing, compensation, benefits, employee relations, and training
Maintain accurate and up-to-date personnel records and HR policies
Manage recruitment, onboarding, and orientation for new hires
Direct the performance appraisal process and recommend system improvements
Handle employee terminations, including documentation and exit interviews
Support employee relations through conflict resolution, coaching, and counseling
Ensure compliance with all federal and state employment laws and funding requirements
Administer benefits programs including health insurance, worker’s compensation, 403B/401K, and unemployment insurance
Conduct and analyze wage, turnover, and benefits surveys
Coordinate with legal and regulatory agencies on audits, affirmative action, and compliance
Leadership & Supervision
Supervise HR staff and manage department workflow
Oversee team scheduling, timekeeping, and PTO approval
Train and mentor new HR team members
Resolve departmental and organizational employee concerns in accordance with KCHC policies
Work collaboratively with the executive and management teams to meet strategic objectives
Training & Development
Organize and provide ongoing staff development and training programs
Stay current on HR best practices, employment law, and professional development
Serve as a resource for all employees on HR-related matters and policy interpretation
Qualifications
Education:
Bachelor’s degree in Human Resources, Business Administration, or a related field required
HR Certifications (e.g., SHRM-CP, SHRM-SCP, PHR, SPHR) strongly preferred
Experience:
5–8 years of progressive HR experience, preferably in a healthcare or clinical setting
Minimum of 2 years in a supervisory or leadership role
Skills:
Proficient in Microsoft Office (Word, Excel, Outlook) and HRIS systems
Knowledge of federal, state, and local labor and employment laws
Strong interpersonal, communication, and conflict resolution skills
Ability to work flexible hours, including evenings and weekends as needed
