Position Overview

The Senior Manager of People Operations : Employee Engagement is responsible for the overall support and management of the organization’s employee relations, compliance, performance management, compliance and regulatory reporting, and engagement practices and protocols.

Duties / Responsibilities

Employee Relations and Conflict Resolution

  • Provides a broad range of professional employee relations activities, including employee consulting, training, conflict resolution, complaint investigation, policy interpretation, and preparing and delivering related summary reports and recommendations.
  • Serves as the initial contact and liaison for intake and assessment of employee complaints.
  • Conducts initial interviews and gathers information for employee relations matters such as harassment allegations, work complaints, or other concerns; informs appropriate HR staff when additional investigation is required.
  • Coaches and advises employees and management through sensitive HR issues to resolve conflict and seek workable solutions.
  • Conducts individual and / or group facilitation to foster effective communication and healthy workplace relationships among employees and management.
  • Investigates work-related or compliance issues and prepares summary reports, conclusions, and recommendations.
  • Conducts Stay and Exit interviews regarding employee experience and investigates matters that are not in alignment with KIPP or do not adhere to the law or organizational policies.
  • Advises and trains leaders on best employee relations practices and strategies for managing concerns and employee grievances, including training on employment laws and legal affairs.
  • Negotiates employment separations and represents KIPP Capital Region at employee-related hearings, mediations, and depositions alongside the Director of Human Resources.

Compliance and Legal Affairs

  • Maintains knowledge and understanding of laws and regulations related to EEO, affirmative action, collective bargaining, unions, labor relations, and human resources.
  • Identifies legal requirements and government reporting regulations affecting human resources functions and ensures policies, procedures, and reporting are in compliance.
  • Assists with record keeping related to hiring, termination, leave, transfer, and promotion, particularly regarding Equal Employment Opportunity (EEO), affirmative action, and diversity initiatives.
  • Assists with preparing plans, policies, documents, and reports, including EEO-1, affirmative action plans, organizational charts, labor agreements, and employee handbooks.
  • Provides advice and counsel to supervisors on employee issues related to compliance with regulations and laws.
  • Administers the KIPP Capital Region Employee Policy Handbook and proposes recommendations to HR Leadership and the KIPP Capital Region Policy Committee for changes and improvements.
  • Complies with all charter, federal, state, and local laws and regulations, including the NYS Department of Education, Department of Health, and NYS Office of Children and Family Services.
  • Supports the implementation and monitoring of the EVERFI module to promote equity and compliance within the organization.
  • Employee Engagement and Experience

  • Conducts surveys, interviews, and other research on human resource policies, compensation, and other labor negotiations; collects information and reports results to Human Resources Leadership.
  • Uses surveys, interviews, and other studies to conduct research regarding human resource policies, compensation, and other employment issues. After analyzing the information, makes recommendations on changes, adjustments, or enhancements.
  • Provides employee education on employment policies, KIPP CAP protocols, and best practices.
  • Partner with the Equity team to align diversity and inclusion initiatives with employee operations practices.

  • Adheres to organization policies and procedures; promotes and supports mission, vision, and values, including developing and participating in internal surveys and data collection for continuous improvement initiatives.
  • Performance Management and Data Analytics

  • Oversees the performance management cycle, including goal-setting, feedback, and evaluation processes.
  • Collaborates with managers to ensure consistent and fair application of performance standards and policies.
  • Creates and maintains dashboards and other regular reports that answer questions for key stakeholders and provide insight into employee, school, and regional employee performance.
  • Works closely with the People Operations Manager : HRIS to create custom tools to support high-quality data analysis and action planning from performance management assessments.
  • Uses data analytics to assess employee engagement, performance metrics, and compliance status.
  • Prepares reports and presentations for leadership regarding employee relations trends and initiatives.
  • Serves as an expert in employee experience, national trends, and best practices in the use of data to inform organizational strategy.
  • Training and Development

  • Develops and conducts management training on harassment and discrimination, employment law, ADA, performance reviews, discipline, terminations, ethics, and personnel policies and regulations.
  • Provides training and education to employees and managers on compliance, employee relations, and best practices.
  • Partners with the Manager of People Operations responsible for leave management to conduct interactive processes with employees to determine ADA compliance and reasonable accommodations.
  • Strategic HR Operations and Continuous Improvement

  • Collaborates with HR Leadership Team to identify system improvements and enhancements; recommends and implements solutions.
  • Prioritizes and manages relevant support requests and communicates best practices and solutions to common challenges across school sites.
  • Collects information and data to assess cost and policy implications of negotiations and disputes, including management and labor proposals, pay scales, benefits, and working conditions.
  • Performs other duties outlined by the Director of Human Resources.
  • Qualifications

    Education and Experience

  • Bachelor’s Degree from an accredited College or University is required. A degree in Human Resources or a related field is preferred. SHRM-CP or SHRM-SCP is a plus.
  • Minimum four years of progressive human resource administration experience, with a strong focus in employee relations preferred OR its equivalent through training, education, and other experience.
  • Strong background in comprehending, interpreting, and applying the appropriate sections of applicable federal and state laws, guidelines, regulations, ordinances, and policies.
  • Ability to effectively advise, coach, interact, and navigate crucial conversations, including a demonstrated understanding of negotiation techniques and restorative practices.
  • Strong interpersonal skills, with the ability to develop productive working relationships with stakeholders across functional and organizational lines
  • Demonstrated understanding of working within a student-focused context, preferably within the charter or public school environment.
  • Prior experience working in schools and urban communities is highly preferred but not required.
  • Ability to work a flexible schedule outside of regular business hours.
  • Aptitude to create and work within an inclusive environment that honors and supports a diversity of backgrounds and perspectives.

  • Dexterity requires writing and operating standard office machines such as computers, printers, copiers, fax machines, phones, and calculators.
  • Ability to occasionally lift and move up to 20 pounds.

    KIPP Capital Region offers a competitive salary ranging from $71,820 - $79,380.

    Salaries are determined using an equitable compensation scale that accounts for years of experience relevant to the role and longevity within the KIPP network. KIPP Capital Region will evaluate and determine the step / level a new hire will be placed within our teacher salary scale at point of hire.
