OVERVIEW

The Kitsap County Sheriff's Office is looking for the best and brightest individuals to join our team!

This recruitment is being used to fill a vacancy and will create a hiring register for Sheriff Fiscal Support Technicians for future vacancies within the Kitsap County Sheriff's Office.

QUALIFICATIONS FOR PERFORMANCE OF THE ESSENTIAL FUNCTIONS

Required Education and Experience

  • One year (1) year experience of general clerical experience which includes at least six months accounting related experience.

Preferred Education and Experience

  • Two years of work experience in a fiscal office performing bookkeeping / payroll maintenance including use of a computerized financial management system (FMS).
  • Payroll and / or AR / AP experience using automated (electronic) bookkeeping methods.
  • Intermediate to advanced Excel skills
  • Experience using Workday HMS and FMS software
  • Governmental Accounting Experience
  • Criminal Conviction Standards :

  • The successful incumbent will or may have unsupervised access to a secured / confidential facility or computer system(s). As a result, Kitsap County will be conducting an extensive criminal background check by law enforcement agencies, which will include fingerprinting.

    Work is performed primarily in an office environment. Positions in this class typically require :

  • The Sheriff's Office is a critical 24 / 7 public safety agency which operates in all weather and emergency conditions. The incumbent may be required to respond regardless of external factors.

  • ILLUSTRATIVE EXAMPLE OF DUTIES

    Essential Job Functions :

  • Process work in a manner that results in a complete and evident audit trail. Prepare comprehensive and accurate documentation of transactions and adjustments.
  • Maintain departmental records, including budget and / or financial records, reports, documents and files for assigned accounts or funds in accordance with RCW's, WAC's procedures and County policies. May include grant accounting support.
  • Prepare, post, calculate, verify, balance, audit, reconcile and correct journal entries and financial and statistical data and accounts.
  • Maintain files ensuring that all documentation is filed appropriately and accessible. Files are maintained, archived and destroyed pursuant to Washington State retention schedule.
  • Process accounts payable, including reconciliation of vendor statements, verification of invoices against supporting documentation, coding and processing invoices for payment, and investigating and resolving discrepancies. Coordinate department purchases and maintain purchase order records.
  • Process accounts receivable; including preparation of billings, tracking and reconciling bills and payments, and preparing and processing inter-fund transfers and deposits. Accurately maintain customer accounts, including aging accounts and collection of past due balances. Conduct collections activities which may include initiating liens against delinquent accounts.
  • Process departmental payroll; including data entry, reviewing and auditing payroll records in compliance with laws, County policies, collective bargaining agreements and the Personnel Manual. Track employee pay records, time entry, leave, schedules, holidays and absences. Research and resolve issues related to employee pay and leave balances.
  • Prepare, process, review, maintain and distribute correspondence, memoranda, reports, checks, warrants, purchase orders, bids, invoices, vouchers, bills, requisitions and other documents.
  • Provide historical, current and forecasted financial information as needed.
  • Utilize computers and other office equipment to prepare and distribute records and documents.
  • Train and / or orient staff on areas of responsibility and within scope of authority; including time entry, accounts payable procedures, etc.
  • May assist in audits conducted by State Examiners or other auditors.

    This position is :

  • Classified as eligible for overtime under the Fair Labor Standards Act (FLSA).
  • Covered under a collective bargaining agreement with the Sheriff's Support Guild.
  • This is a civil service position.
  • Must wear the office issued uniform for Support Services Guild Members.
  • RECRUITMENT PROCESS :

    This position is being posted to fill a current vacancy and to create a new hiring register for future openings in the Kitsap County Sheriff's Office. In order to qualify for a position on the hiring register, you are required to successfully pass the following requirements : Review of qualifications; technical phone screen; and oral board interviews. An applicant must successfully pass each examination requirement before being able to proceed to the next process. Notification will be sent to all qualified applicants that will include the actual date, time and location for phone screens and oral boards.

  • TECHNICAL PHONE SCREEN : Applicants meeting minimum qualifications of the position will be invited to schedule themselves for a phone screen of technical qualifications. The minimum passing score for this step in the process is 70%. The 12 candidates with the highest passing score will be eligible to continue on in the process. The technical phone screen reflects 60% of the applicant's overall score.
  • ORAL BOARD INTERVIEWS : The oral board interview score reflect 40% of the applicants overall score. The minimum passing score for this step is 70%.
  • HIRING REGISTER : When an applicant on the hiring register is offered permanent employment it is contingent upon the applicant successfully passing a polygraph examination, psychological and a complete reference and background investigation, executive board interview and any other process deemed necessary (which may include medical and psychological) by the Sheriff's Office. Any conviction record may be disqualifying. The term of the hiring register shall normally be for six (6) months and in no event longer than two (2) years.

    Holidays

    11 paid holidays and 2 additional floating holiday per year. One additional floating holiday after 10 years of service.

    Vacation Leave

    New employees are credited with 48 hours of annual leave upon hire and will be begin accruing at the rate of 8 hours per month starting on their 7th month of employment. Employees may carry over 360 hours from one calendar year to the next. Annual leave accrual will increase upon tenure, as follows :

    Upon completion of 2 years : 15 days per year (10.00 hours per month)

    Upon completion of 5 years : 20 days per year (13.33 hours per month)

    Upon completion of 10 years : 25 days per year (16.67 hours per month)

    Sick Leave

    All new hires will be credited with 48 hours of sick leave upon hire and will begin accruing at the rate of 8 hours per month starting on their 7th month of employment. Employees may carry over 1200 hours from one calendar year to the next.

  • Part-time employees benefit contributions and leave accruals will be prorated
