Hiring Range: $81,889.60 - $102,356.80 annually

General Summary of Duties:  The Adult Outpatient (AoP) Clinical Manager is responsible for managing complex projects and services contracts as requested, ensuring responsibilities are clearly identified and assigned, and contract terms are met.  Identify and coordinate process improvements across clinical programs. Assist with strengthening existing projects as well as implementing new projects as deemed necessary. Provides clinical supervision to programs as assigned. Assist with clinical quality improvement projects and clinical coverage as needed.
  
Supervisory Responsibilities: As needed to provide coverage. Potentially supervise Solution Focused Brief Therapist.
 
Major Responsibilities/Tasks:
  • Clinical Management
    • Participate in developing and implementing agency treatment philosophy.
    • At the direction of the AoP Sr. Director, provide training and consultation to supervisors and staff on evidence based practices and clinical tools.
    • Work with AoP Supervisors to ensure continuity of clinical care for the AoP clients of KMHS. Ensure the appropriate coordination of case flow from referral to discharge/outcomes. This includes supporting AoP  Admin with the caseload transfer process to ensure clients are informed and scheduled promptly.
    • Work with community partners to identify client and community needs. Assist in enhancing and developing programs to address these needs.
    • Provide back up for all positions when necessary and direct client services when needed. This includes being in rotation for the Supervisor On Call duties during office hours and providing coverage as needed.
    • Provide clinical supervision as needed to clinical staff and interns.
    • Ability to provide culturally responsive clinical consult. Willingness to comply with agency’s diversity, equity, and inclusion visioning and initiatives.  
  • Project Management  
    • Support Supervisor/Department Team Building activities to increase retention.
    • Oversee the planning, execution and completion of identified projects to meet specified objectives.
    • Priority is to strengthen internship program within AoP, ensuring the recruitment, interview and tracking are organized and interns are supported throughout their intern life cycle.
    • Second priority is to continue to strengthen the group program in coordination with AoP Supervisors to ensure needed groups are offered consistently throughout the year. Ensure agency wide communication is provided about groups, referral process and any follow up needed.
    • Third priority is working with AoP Supervisors on implementing a cohesive department onboarding process/training.
    • Participate in organizational short and long-term visioning, strategic planning and goal development.
    • Work with the AoP Sr. Director to ensure contract compliance, monitor program budgets, maximize fee collection, maintain meaningful IS data, and monitor facilities' needs.
    • At the direction of the AoP Sr. Director, provide training and consultation to supervisors and staff on processes and protocols.
  • Community Relations
    • Develop and maintain positive, collaborative relationships with KMHS programs, community partners, and other public or private agencies.
    • Represent AoP Services in the community and serve as liaison to other social service and community agencies.
    • Participate in the agency's community relations activities.

Minimum Qualifications:
EDUCATION: Master’s Degree in Psychology, social services, or behavioral health.
EXPERIENCE: Specialist (minimum 2- 5 years of job-related experience)
Three to five years of supervision and administrative experience in social services arena. 
This position requires driving clients in a personal vehicle on behalf of the agency; therefore, the incumbent must meet agency driving requirements, including meeting the minimum age requirement of 21 years old, successfully completing a motor vehicle history check, possessing and maintaining a current, valid driver's license in the state of Washington, and having reliable, insured transportation.
LICENSURE / CERTIFICATION: Agency affiliated counselor registration or the ability to obtain. Must meet and maintain the definition of a Mental Health Professional as defined in WAC 388-877-0500.
  
Preferred Qualifications: 
EXPERIENCE: Expert (established subject matter expert, 7 years of experience)
Experience in co-occurring disorders treatment, individual and group therapy, or substance abuse treatment. Two years supervisory experience preferred.
LICENSURE / CERTIFICATION: Washington State licensure as, LMHC, LICSW, or LMFT without restrictions and has been active and in good standing for the previous two years.

  • Working knowledge of KMHS policies, procedures, workflows and operations preferred, coupled with the ability to identify and develop improvements to policies and operations.
  • Maintain a working knowledge of mental health rehabilitation standards.

  • Skill in establishing and maintaining effective working relationships with other employees, clients, organizations, and the public.
  • Communication - Communicates clearly and concisely.
  • Excellent organizational skills with demonstrated ability to manage and execute complex projects on time and on budget, including knowledge of project management techniques and tools. Being able to effectively utilize Excel and EHR reporting to support department organizational goals.
  • Creatively able to problem solve and move towards solutions to assist the department with implementing quality improvement projects.
  • Demonstrated experience providing direct service to individuals living in poverty with complex needs.
  • Demonstrated critical thinking and problem solving skills including the ability to assess situations to determine the importance, urgency, risks, and make clear decisions which are timely and benefit the organization.
  • Ability to communicate quickly and effectively in high acuity situations.
  • Demonstrated experience working with partner agencies toward a shared goal.

Equipment Operated: Standard office equipment including computers, fax machines, copiers, printers, telephones, etc.
  
Work Environment: Frequent mobility and/or sitting required for extended periods.
  
Mental/Physical Requirements: While performing the job duties, the employee is required to walk, sit, use hands and fingers, reach with arms, talk, or listen.  Peripheral vision is also required for this position.
