Job SummaryThe primary function of the Telecom Strategy and Community Relations Specialist is to facilitate and provide strategic business development and community relations for the Telecom Utility. The position works with government entities, Northwest Open Access Network (NoaNet), Retail Service Providers (RSPs), developers, businesses, and the community to develop partnerships and formulate strategies to expand telecommunications services in Kitsap County. Assists the Operations Director by utilizing their telecom knowledge, creativity, demonstrated leadership, and communication skills.Reporting To: Director of OperationsDepartment: TelecommunicationsSchedule: Monday – Thursday 6:30 am – 5:00 PM, occasional overtime, evenings & weekendsResponsibilities may include, but are not limited to: Serve as the point of contact to and provide quarterly updates for RSPs including NoaNet, reselling services on the KPUD network.Educate businesses, communities, developers, government entities, and residents on telecom services, processes, and expansion efforts, including attendance at community meetings, chamber of commerce meeting, and other networking groups.Keep current on the competitive marketplace, including rates, new providers, and construction projects.Support the Operations Director with updates to telecom rates and the Master Service Agreements for RSPs.Connect end users with RSPs and issue contracts to business RSPs.Work with KPUD staff to enhance telecom business processes and customer service relating to telecom within KPUD.Develop strategies to grow revenue for and knowledge of the Telecom Utility in Kitsap County.Evaluate individual projects and provide recommendations on contracts and terms to best utilize KPUD resources.Stay current on development projects throughout Kitsap County that may benefit from telecom services, access, or could result in partnership opportunities.Work with developers to complete developer agreements.Engage with municipalities, governmental agencies, and anchor institutions within Kitsap County to create interlocal agreements for telecommunications that are mutually beneficial to KPUD and the municipality or agency.Support the Communications in creating educational resources for business and residential communities regarding telecom, including but not limited to videos, brochures, posters, signs, and social media campaigns.Update and maintain the customer-facing portion of KPUD’s broadband portal.Performs other duties as assigned.Job Related QualificationsAt least five years’ experience in the telecommunications industry.A bachelor’s degree in business, technology, communications, or another related field or equivalent experience.Experience with business development of telecommunication services and FTTH models.Strong technology skills, including a basic understanding of process analysis to improve efficiencies and an understanding of industry standards, processes, materials, and equipment.Ability to establish workload priorities and exercise flexibility and foresight to change priorities when needed or required.Experience with and ability to work independently with minimal supervision while meeting multiple deadlines in a professional manner with a drive to succeed.Ability to demonstrate a caring customer service attitude with a strong commitment to operational excellence and KPUD’s core values while possessing an impeccable work ethic with high levels of honesty and integrity.Work effectively under pressure with frequent interruptions.Regular, reliable, and punctual attendance.Proficient with computers, major software programs, and Microsoft Office.Special RequirementsWorking conditions include, lift, and move up to 25 pounds, frequently sitting or standing for extended periods, office environment, moderate noise level, occasionally exposed to high noise level.
