What are the responsibilities and job description for the Fixed Route Manager position at Kitsap Transit?
Kitsap Transit has been operating since 1983 and with that, the agency has grown substantially.
We are looking for a Fixed Route Manager to assist the Operations Director in managing day-to-day routed transit operations related to service delivery and/or administration; monitors and evaluates related equipment, facilities and services; oversees routed operations at transit and transfer centers; responds to equipment, operator and customer emergencies; collects and analyzes data and makes recommendations for equipment, service and facility improvements.
- Managing transit operations and operating full sized passenger buses and vans
- Analyzing, evaluating and recommending improvements to operations and services
- Managing, developing, motivating and evaluating staff
- Supervising, developing, motivating and evaluating staff
- Keeping accurate and detailed records
- Understanding and applying complex regulations, procedures and guidelines
- Using personal computers and office software including word processing, spreadsheets and database programs in a Windows-based operating environment
- Utilizing and managing Dispatching and CAD/AVL systems
- Tracking and management of vehicle availability and spare ratios
- Working under pressure, addressing problems and tasks that arise simultaneously and/or unexpectedly
- Establishing and maintaining effective working relationships with other Kitsap Transit employees and the public
- Demonstrates behaviors that are consistent with standards for professional and ethical conduct.
- Ability and aptitude to manage all aspects of a department on a rotating basis, including being the primary decision-maker and point of reference for a team.
- Ability to accept job responsibilities and meet deadlines.

- NTD reporting and tri-annual reviews
- Conducting research and preparing clear, concise and comprehensive reports
- Working with Unions and collective bargaining agreements
- Labor contract negotiations
The successful candidate will be expected to meet the qualifications for the position and perform the essential duties with or without reasonable accommodations.
- Must be 18 years of age by the time of hire.
- Must have a valid Washington State Drivers License at the time of hire.
- Bachelor’s degree in transportation management, business or public administration, or a closely related field highly desirable.
- Must have five (5) years of increasingly responsible transit operations experience including two (2) years of lead or supervisory experience.

Working Conditions/Physical Requirements:
Positions in this class typically require: balancing, stooping, reaching, standing, walking, lifting, fingering, grasping, feeling, talking, hearing, seeing and repetitive motions.
Medium Work: Exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects. Incumbents may be subjected to moving mechanical parts, electrical currents, vibrations, fumes, odors, dusts, gases, poor ventilation, chemicals, oils, extreme temperatures, inadequate lighting, intense noises, travel and environmental conditions such as disruptive people, imminent danger or a threatening environment. Travel and vehicle operation required.
