General Position Summary
Assist in planning, organizing, and administrating activities and special projects of a county-wide emergency management program for natural, technological, or man-made emergencies. Primary responsibilities include:
Essential Functions
The following may not be all-inclusive, and other duties may be assigned.
Serves as the Klamath County LEPC Coordinator. This includes facilitating LEPC and its subcommittee meetings to Oregon Public Meeting Law standards, develops and updates the Klamath County Emergency Operations Plan (EOP) using information acquired from LEPC and its subcommittee meetings.
Serves as the Klamath County EOC Planning Section Chief. This includes conducting EOC Information Management by establishing an incident specific Information Collection Plan (ICP), Collecting Situation Reports (SITREP) from stakeholders and developing a Geographic Information System (GIS) based Common Operational Picture (COP) for the whole-of-government and whole community to enable collaborative decision making
Facilitates EOC Situation Update and Objectives meetings and planning meetings.
Develops Incident Action Plans, Incident Support Plans, and Emergency Action Plans using the information in the EOP and COP.
Serves as the Klamath County LTRG Liaison. This includes advising the LTRG on planning and organizing principles as well as assisting the LTRG in National Incident Management System (NIMS) related activities.

Mathematical Skills
Ability to perform basic arithmetic and intermediate statistics, including creating and interpreting different types of graphs. Types of graphs include histograms, bar charts, box plots, and violin plots.
Reasoning Ability
Ability to solve practical problems and deal with dynamic variables in situations with limited standardization. Ability to exchange information in temporospatial, diagrammatic, metric, and narrative formats.
Computer Skills
To perform this job successfully, an individual should have advanced skills in ESRI ArcGIS software and Microsoft Office Products. Publish an Emergency Notification or Integrated Public Alerts and Warning (IPAWS) Message using the OR-ALERT instance of Everbridge's Mass Notification System.

This is a salaried, exempt position, with a wage range of $ 4,912.63 - $ 6,395.50 per month. The pay range listed here reflects the FULL pay range for this position for the current fiscalyear. Salary offers are based on the candidate's equivalent experience and internal equity with other employees within the same job classification.

Failure to fulfill essential duties during irregular hours or significant events will be grounds for employment termination.

- Participate in all organizational plans and assist in the review of stakeholder plans to include resilience, mitigation, continuity, training, exercise, response, and recovery plans
- Participate in training and exercises as a student, participant, and instructor
- Conduct After Action Reviews (AAR) and Develop Improvement Plans (IP)
- Advance as an emergency management professional
- Advance the profession of emergency management
Assists the Emergency Manager in providing leadership of the department. May directly supervise volunteers. Responsibilities may include:
- Training county employees and volunteers
- Planning, assigning, and directing volunteer work
- Appraising performance
- Addressing complaints and resolving problems

Education, Certification, & Experience
- Valid Driver's License
- Relevant Higher Education or Experience
- Four-year bachelor's Degree from an accredited university/college in emergency management, homeland security, political science, criminal justice, or a justifiable equivalent;
- Four years of work experience in emergency management, homeland security, or military staff (eight years for military reserve or national guard);
- Equivalent combination of education and experience
- FEMA Independent Study (IS) Minimum Training Requirements
- IS 29 – Public Information Officer Awareness
- IS 100 – Introduction to Incident Command Systems (ICS)
- IS 200 – Basic ICS of Initial Response
- IS 230 – Fundamentals of Emergency Management
- IS 235 – Emergency Planning
- IS 247 – Integrated Public Alert and Warning Systems (IPAWS) for Alert Originators
- IS 700 – Introduction to the National Incident Management System (NIMS)
- IS 800 – Introduction to the National Response Framework
- ICS 400 – Advanced ICS; AND
- Either:
- National Emergency Management Basic Academy (NEMBA); OR
- Oregon Basic Applied Practice Series (BAPS)
