Job Summary:
Instrumentation and Controls Technician duties include but are not limited to: Perform supervised and unsupervised operation and expansion of the PUD's SCADA and other control and communications systems; provide technical support as directed for the operation of all equipment associated with generation and renewable energy facilities, Water/Wastewater Systems/Facilities, electrical transmission and distribution systems, and substations.
A commitment to enter into a three-year wireman apprenticeship program within 18 months of date of hire.Essential Functions:
Duties may include but not limited to the following:
  • Assist with all aspects of maintenance and troubleshooting of KPUD Electrical and Water/Wastewater SCADA systems.
  • Shared responsibility for all aspects of maintenance and troubleshooting of KPUD Water/Wastewater systems and controls, including PLC’s, HMI’s, and ancillary equipment.
  • Must have the ability to critique and evaluate new and existing designs, including electrical control systems of all Water/Wastewater systems and facilities, including HMI and communications.
  • Assist in the implementation of a critical spare electrical-parts program for all KPUD Water/Wastewater Systems.
  • Assist in the implementation of routine maintenance and inspection program of all electrical components in KPUD Water/Wastewater facilities.
  • Remain informed, through all available resources of control developments, procedures, and practices.
  • Knowledge of Fiber-Optic systems, plant communications systems, radio, and cellular communications systems.
  • Assist in expanding, maintaining, and operation of the PUD's electrical and water-wastewater SCADA reporting systems.
  • Assist in the design, construction, implementation, and testing of Water/Wastewater department projects, as necessary.
  • Maintain software/software files, records and databases used by the metering/substation department.
  • Develop plans and procedures for the most effective use of working time for the above responsibilities and authorities.
  • Other duties as assigned. 
Knowledge of:
  • Fundamentals of electricity and mathematics as pertains to substation construction and maintenance work.  
  • Principles of electricity and wiring, and ability to apply this knowledge. 
  • Proficiency with use of laptop computers and operating systems, PLC’s, HMI’s, and associated software.
  • Pump motors and controls, VFD’s.
  • 4-20 mA circuits, pressure and flow transmitters.
  • PLC programming and use as well as ModBus communications.
  • Allen Bradley (Rockwell) communications and configuration, including Ethernet, DeviceNet, ControlNet, HART, and fiber-optic.
  • Automation direct PLC and HMI background.
  • Pneumatic control systems and interfaces. 
  • Advanced knowledge and ability related to all aspects of closed-loop control, including pneumatics, hydraulic, pressure, temperature, and speed controls.
Ability to: 
  • Fulfill the physical requirements of the job, including walking over rough terrain, working outdoors in inclement weather, operating physically demanding machinery and frequent driving by small truck.
  • Demonstrate ability to apply and learn mathematical concepts required for the position (Pre-employment testing will be used to verify skill levels).
  • Maintain a professional and courteous manner with customers and fellow employees, communicate clearly, orally an in writing. 
  • Demonstrate good organizational and time management skills; set priorities and handle multiple deadlines and projects with interruptions.
  • Work scheduled and unscheduled overtime.
  • Work practices, installation methods and procedures, test procedures and equipment, materials, tools, and equipment used in the installation, operation and maintenance of electrical equipment and power systems. 
  • Use of standard office and industrial control computer software, and maintain a clean and professional demeanor.
  • Establish and maintain effective working relationships with internal and external customers and coworkers.
  • Obtain First Aid and CPR certification
Qualifications
Minimum Qualifications: Graduate of an Instrumentation and Control program or equivalent education/experience desired. Either actively enrolled in or having successfully completed a two-year accredited electrical or instrumentation / motor control program.
  • Valid First Aid/CPR Card, or the ability to obtain within 3 months of regular status employment.
  • Post-offer background check required.
  • Post-offer drug test required.
  • Post-offer physical/functional test required.
  • Apprenticeship or other education/training required as a condition of employment, or progression or advancement.
Education: High School Diploma or equivalency 
Driver license:  Valid Washington State driver’s license. A valid Washington Commercial Drivers License (CDL) “Class A”, with air brakes, within 6 months of completion of the Wireman Apprenticeship program. 
Preferred Qualifications:  Valid Journeyman Certificate or equivalent, Journey level Instrumentation and Control preferred.

Typical Physical Demands/Working Conditions:
While performing the duties of this position, the employee is required to drive, climb, bend, lift, stand, sit, read, communicate, reach, and manipulate objects, tools, and controls. 
Fulfill the physical requirements of the job, including working in both the shop and in the field, working outdoors in inclement weather. Must be able to lift and carry up to 60 pounds and may be exposed to energized equipment.  May be exposed to heat, radiation, and loud noises.  Must be able to work in elevated positions.  
Work schedule is comprised of 8 hours per day, 40 hours per week, Monday through Friday.  Be able to work unscheduled overtime.  Required to have and carry a personal cell phone for which you will receive a stipend.
