Provides high level technical design and guidance for more complex multi-site/phase due diligence, investigation, remediation, impact assessment, permitting, improvement, feasibility studies, and construction of infrastructure projects and systems from concept development to final construction. Tasks include the research, design, site development, planning, and construction, of both overhead and underground transmission and distribution facilities, and structures, and appurtenances. Substantiates documentation and model-based reports to advise on material, installations, and construction specifications. Ensures that responsibilities are delivered and adhered to with a level of quality that meets or exceeds acceptable industry standards for design, safety, and functionality.
Job Duties and Responsibilities:
- Ensure the collection, compilation, and analyzation of all relevant data from the physical work site, surveys, sketches and diagrams, GIS data, subsurface utility information, maps, hydrologic analysis, geotechnical data, and other matrices for project development, design, and construction.
- Apply high-level design input to identify improvements for various infrastructure project phases including concept development, preliminary design, final design, procurement, construction, and operation.
- Perform professional engineering design work and conduct research and inspections of proposed and existing site conditions, resources, building, infrastructure, transportation channels, and operations to determine design conformance with applicable rules, standards, and construction or operating permits.
- Confers with technical staff, leadership, and project managers to prepare and oversee design modifications and quality as required.
- Develop construction plans, specifications, and cost estimates; preparing construction phasing plans, and updating infrastructure layout plans that require coordination with owners, other disciplines, sub-consultants, and clients.
- Involved from project inception to completion in the management of design and construction of infrastructure projects, including rehabilitation and reconstruction, grading, drainage, pavement design, specifications, building materials, phasing, and construction safety plans.
- Develop and incorporate advanced internal modeling techniques, concept development, design requirements, and operating strategies to account for innovative Design of Overhead Facilities in PLS CADD and Industry related software.
- Ability to generate and produce full IFC related deliverables for the installation of utility infrastructure to include Plan & Profile Drawings, Sag and Tension stringing charts, assembly and structure drawings.
- Possess extensive experience in completing RUS/REA design and engineering functions related to RUS bulletins and engineering related standards
- Have strong base knowledge and general understanding of electrical theory related to sizing transformers, sectionalizing and fusing coordination, and general utility related functions and operations.
- Possess a strong understanding of corridor related infrastructure development relative to NESC (National Electric Safety Code) standards.
- Possess experience in working and interfacing with vendors and contractors on an operational and project-based level.
- Associated subsystems and components, the safety and functionality of end-users, and incorporation of sustainable solutions.
- Oversee and monitor cross-functional teams of designers, engineers, planners, and scientific professionals, ROW staff, to execute design project work on mid-level and/or multiple concurrent projects, including budgets, tracking hours and expenses, task completion, cost and quantities of materials/equipment/labor, technical calculations, construction administration, compliance documentation, and regulatory and technical analysis memos.
- Coordinate, review and approve infrastructure design plans, ensuring data integrity and work is compliant with all applicable codes, ordinances, and regulations.
- Prepare data and visualizations such as models, tables, charts, accurate reports, sketches, calculations, cross-sections, and other illustrations for the interpretation or presentation of more complex data, findings, or analyses.
- Prepare comprehensive technical engineering design reports and presentations that explain research, findings, concepts, and recommendations to improve, prevent, control, restore, or address design and/or construction issues or opportunities. Ability to engage in presenting to clients and customers.
- Provide guidance, mentoring, and training to entry-level designers and technicians.
- Analyze, evaluate, and interpret data obtained during field/site investigations, offering design input with developing action plans for moderate- to high-level risk mitigation and functional performance activities.

- Interact with regulatory agencies, subcontractors, and clients in a confident and professional manner.

- Remain current in latest design engineering techniques and practices

Qualifications:
- Bachelor’s Degree in Engineering, or closely related Applicable experience can be substituted in lieu of education.
- 7 to 10 years of relevant post education experience in engineering Highly proficient knowledge of Power systems, structural, transmission, distribution, and related engineering principles, practices, process, design/build, and the application to permitting, construction, and project work-related issues.
- Well-defined experience with infrastructure planning, design, and construction management; including active involvement in a variety of rehabilitation and new design
- Well-developed critical thinking and problem-solving skills required to apply technical knowledge to reach conclusions from data collation, computations, statistical analysis, and professional judgement to arrive at the most effective, economical, and logical
- Highly effective interpersonal and communication skills when interacting with others, expressing ideas effectively and professionally to an engineering and non-engineering
- Demonstrated high-level of self-leadership with attention to detail, multi-tasking, and prioritization of responsibilities in a dynamic work environment.
- Well-developed ability to make technical computations and calculations involving the application of engineering principles, understanding plans and specifications, and making factual comparisons to the appropriate regulations.
- Ability to plan and conduct inspections and investigations on various aspects of the construction and design of facilities or structures, applying applicable regulations and policies
- Works independently with minimal oversight and provides guidance and leadership to junior team or project members, with strict adherence to QA/QC.
- Demonstrated effectiveness at coordinating and assertively directing others to consistently complete tasks safely and efficiently.
- Ability to work schedules conducive to project-specific requirements that may extend beyond the typical work week.
