Responsibilities

Manage public solicitations for water and sewer pipeline construction projects

Ensure compliance with procurement laws and regulations

Coordinate bid openings, evaluations, and provide award recommendations

Draft and review necessary procurement and contract documents

Collaborate with internal teams and external contractors to achieve project goals

Maintain accurate procurement records and documentation

Monitor project progress, ensuring compliance with contract terms

Address bidder inquiries and manage stakeholder communications

Assist in resolving contract disputes as needed

Qualifications

Minimum of 3-5 years of experience in public procurement, preferably in a public utility setting

Proven ability to work independently and collaboratively

Experience in market research and analysis

Strong background in price and cost analyses

Excellent communication and interpersonal skills

Familiarity with public procurement regulations

Education Requirements

Bachelors degree in Business, Contracts Administration, Supply Chain, or related discipline and 5 years experience in procurement and contract administration

High School diploma or equivalent with 7 years experience in the same field
