Summary / Objective:

This team provides support in the areas of Administration, Program Management, Engineering, and Logistics Programs associated with life cycle maintenance, modernization, and modification of Naval ships, unique platforms, new construction units and support facilities for Submarine Maintenance Engineering, Planning and Procurement (SUBMEPP), an independent field activity of the Naval Sea Systems (NAVSEA) Command that is aligned under Program Executive Office Attack Submarines (PEO SSN). SUBMEPP’s mission is to keep assigned Naval ships and submersibles safe, reliable, and affordable through use of its engineered life cycle maintenance and modernization products and services. SUBMEPP performs technical duties and responsibilities to provide and maintain engineered life cycle maintenance products in direct support of the Fleet, shipyards, industrial facilities, and NAVSEA.

General Duties or Experience:

This Program Manager position will work with a dynamic team, providing Administration, Program Management, Engineering, and support for: SUBMEPP. The Program Manager conducts overall planning and direction of support efforts of SUBMEPP. The Program Manager is responsible for the overall program definition, organization, and direction of short and long-range plans. This includes responsibility for formulating, guiding, and directing the technical approach; and defining and negotiating with activity and agency personnel for necessary resources. The Program Manager establishes and controls technical milestones, schedules, budgets, and costs.

The SUBMEPP Program Manager will be responsible for coordinating the efforts of other programs and leading a team of professionals in the following:

  • Development of work packages for submarine shipyard availabilities.
  • Development of Class Maintenance Plans for in-service and new construction submarines.
  • Development of Maintenance Instruction Documents.
  • Development of Maintenance Plans
  • Development of Preventative Maintenance Systems
  • Maintaining Quality

Required education and experience:

  • Demonstrated proficiency with the overall planning, directing and executing major maintenance programs, systems development efforts, and research or technology initiatives.
  • Demonstrated proficiency (as a Government employee or military member) with working as an engineer or manager of shipboard maintenance or shipyard repair.
  • 10 years of relevant experience.

Preferred education and experience:

  • Minimum of 15 years of supervisory and managerial experience
  • Bachelor of Science (BS) degree in an engineering discipline

Work authorization/security clearance requirements:

  • An active or current DoD Secret security clearance.

Supervisory Responsibility:

Individual selected would be responsible for overseeing overall contract execution and supervision of a geographically dispersed team of up to 130 personnel with multiple subcontractors supporting.

This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, and photocopiers.

Position Type/Expected Hours of Work:

The typical workday is eight hours in length. Some flexibility in hours is allowed, with concurrence from the supervisor. Attendance at prescheduled mandatory meetings is required. Must be available during the core work hours as determined by your contract/location and must account for the required number of hours in a pay period to maintain Full-time status.

Telework:

Telework may be allowed up to 20%.

Travel:

  • Ability to travel CONUS; potential to travel OCONUS
  • Must be willing to travel outside the Kittery, ME area when required. Travel may be required to the following locations:
    • Washington Navy Shipyard (WNY)
    • Public Shipyards - Puget Sound Naval Shipyard, Washington (PSNS), Pearl Harbor Naval Shipyard, Hawaii (PHNSY), Norfolk Naval Shipyard, Virginia (NNSY).
    • Submarine homeports
    • Private Shipyards
    • Submarine shipbuilders and planning yards
    • Naval Undersea Warfare Detachments
    • Naval Surface Warfare Detachments
