The Payroll and Benefits Manager is responsible for overseeing all aspects of payroll and employee benefits administration. This includes managing payroll operations in partnership with our external payroll provider (ADP), ensuring compliance with prevailing wage laws, the Inflation Reduction Act (IRA), and state-specific standards such as the Minimum Equity Standards (MES) under the Illinois Shines Program. In addition, this role manages the administration of employee benefit programs, ensuring that offerings are compliant, cost-effective, meet the strategic plans of the organization, and well-communicated.
This position is based in Goodhue, MN, and is a key partner in ensuring regulatory compliance, data accuracy, and positive employee experiences in both payroll and benefits-related processes.

Payroll Processing & Oversight
- Supervise accurate and timely processing of payroll for all employees in coordination with ADP.
- Ensure payroll compliance with all federal, state, and local regulations.
- Address and resolve payroll discrepancies or issues in a timely and professional manner.
- Ensure compliance with all state payroll requirements for all states in which we operate.
- Ensure that the payroll team is maintaining up-to-date wage determinations, project classifications, and employee wage rates. Communicates with the project team to ensure we are compliant with the apprenticeship requirements of the IRA and EEP requirements of the MES when applicable.
- Ensure that the payroll team appropriately manages prevailing wage documentation and reporting using LCP Tracker. Address issues proactively with developers and auditors as necessary.
- Implement IRA-related payroll protocols, including compliance with apprenticeship and wage standards to support tax credit eligibility.
- Oversee day-to-day administration of employee benefit programs, including health, dental, vision, life insurance, disability, FSA/HSA, and retirement plans.
- Act as a liaison between employees, benefits broker and benefits vendors to resolve issues and support enrollment, claims, and eligibility.
- Oversee the management of the benefits renewal process and annual open enrollment in partnership with brokers and providers.
- Ensure compliance with COBRA, HIPAA, ACA, ERISA, and other applicable laws and regulations.
- Educate employees on benefit offerings and changes, and develop communication tools to enhance employee understanding and engagement.
- Conduct internal audits of payroll and benefits records to ensure regulatory compliance.
- Represent Knobelsdorff as the primary payroll contact for all audits from customers and regulatory bodies and agencies.
- Prepare and submit compliance reports to internal teams, clients, and regulatory agencies.
- Coordinate with auditors during payroll and benefit audits, ensuring timely and accurate documentation.
- Supervise, train, and mentor payroll and benefits staff to build a knowledgeable, high-performing team.
- Serve as the go-to contact for payroll and benefits inquiries from employees, management, subcontractors, and government agencies.
- Provide proactive communication regarding updates, changes, or issues in payroll and benefits systems or policies.
- Develop and maintain payroll and benefits policies that align with organizational values, regulatory standards, and best practices.
- Collaborate with internal departments to ensure benefits and compensation strategies support workforce development goals, particularly under IRA standards.
- Provide training and support to subcontractors and employees on prevailing wage laws and compliance procedures.
- Create educational content to promote ongoing awareness of payroll and benefit programs.
- Monitor changes in payroll and benefits laws at the federal, state, and local levels.
- Recommend enhancements to systems, processes, and policies to improve efficiency and compliance.
- Bachelor’s degree in Accounting, Finance, Human Resources, or a related field.
- 5 years of payroll and benefits experience, including at least 3 years in a supervisory role.
- Strong understanding of prevailing wage compliance, the Inflation Reduction Act, and federal/state benefits regulations.
- Experience with LCP Tracker and payroll systems such as ADP.
- Excellent analytical, organizational, and problem-solving abilities.
- Strong written and verbal communication skills, with an ability to explain complex topics clearly.
- Proven ability to manage sensitive data and maintain confidentiality.
