We are currently seeking experienced Personnel Security Specialists to support the Internal Revenue Service. These positions are remote 3 days a week and 2 days a week at the client site located in Washington, DC.
The successful candidates will provide support in the following areas including, but not limited to:

  • Demonstrate solid understanding of and perform duties in accordance with 5 CFR 731.
  • Perform suitability prescreening and review numerous required documents with minimal errors.
  • Review completed background investigations as required; compare and cross-check information.
  • Effectively communicate with customers and stakeholders as required, both verbally and in writing as appropriate.
  • Maintain personnel security records, verify data, and perform security checks utilizing specified government systems, and Electronic Questionnaires of Investigations Processing (eQIP), USAccess, Fingerprint Results, OF-306 and others as provided.
  • Analyzing investigation reports conducted by other security entities to support IRS determinations; screening, evaluation, and adjudication of background investigations, performing other duties as required to assist with resolving security concerns.
  • Determine whether prior investigation from another agency can be accepted via reciprocity in lieu of initiating a new investigation.
  • Perform a variety of background investigation case types depending on the current needs of PS management including Lockbox Contractor Investigations/Reinvestigations, Employee Investigations/Reinvestigations, Employee Prescreen Approvals, and Employee Reciprocity Checks.
  • Use Electronic Questionnaires for Investigations Processing system, Automated Background Investigation System, and Microsoft Outlook to invite subject to complete their investigation questionnaire in the Electronic Questionnaires for Investigations Processing system.
  • Review completed security questionnaires in Electronic Questionnaires for Investigations Processing system for errors and omissions.
  • Perform quality review of all case documentation.
  • Scan and/or attach case documents to various systems.
  • Interface with subject of investigation to assist with access issues or questions about the questionnaire.
  • Work with IRS PS federal employees and contractors on case prep issues.
  • Perform database research as needed.
  • Initiate required fingerprint checks needed to initiate an investigation.
  • Conduct telephonic and electronic contact with HCO PS employees, U.S. Office of Personnel Management, and other designated points of contact as required to perform task.
  • Address deficiencies identified while processing case.
  • Properly update and correct investigative data in information systems and databases including the Automated Background Investigation System (ABIS).
  • Refer U.S. Office of Personnel Management background reinvestigation case notifications to the appropriate IRS employee within HCO PS.
  • Respond to subject and telephone or written inquiries on routine matters, pending case questions, and status requests.
  • Expedite background reinvestigations upon written notice from authorized HCO PS personnel.
  • Assist the Contract Management Module team with contractor onboarding tasks including (1) creation of contractor records in the Automated Background Investigations System, and (2) validation and processing of contractor onboarding documents submitted to the Contract Management Module e-mail account.
  • Assist with Contract Management Module maintenance tasks including updating the contractor lifecycle page when contractor adjudication or separation forms are received.

The successful candidates will have knowledge and experience in the following areas and must have successfully completed a Tier 4 investigation or equivalent within the last five years.

  • 3 years of eQIP experience including initiating, processing, reviewing, and monitoring cases prior to assignment for background investigation (BI) processing to ensure that they are complete.
  • Experience with the Department of Treasury’s Automated Background Investigation System (ABIS) is preferred.
  • Experience reviewing personal documents, Personnel Security Questionnaires (SF-86), and other records to ensure they are accurate, complete, and in compliance with the client’s guidelines.
  • Must have excellent attention to detail and organizational skills.
  • Excellent computer skills including basic functions (i.e. cut & paste).
  • Experience with Microsoft Office including Outlook, Word, and Excel.
  • Must be able to obtain security clearance for access to classified information or meet the customer’s minimum clearance requirements.
  • Knowledge of federal HR laws, rules, regulations, principles, and practices related to personnel security actions.
  • Ability to plan, coordinate, develop facts, set priorities and deadlines, and resolve complex problems.
  • Ability to communicate effectively and foster cooperative relationships to achieve common goals.
