POSITION TITLE: CASA Staff Advocate (VOCA) Full-time

REPORTS TO: CASA Executive Director

Function: A Court Appointed Special Advocate (CASA) Staff Advocate is responsible for furthering the CASA mission to serve children. Primary function includes handling a caseload of appointed children. Additional functions include assisting in recruiting and with all other program activities.

QUALIFICATIONS:

  • Bachelor’s degree from an accredited university or college in social work, psychology, or other related field; or commensurate experience
  • Four years experience in the social service field. Supervisory experience is preferred.
  • Excellent written and oral communication skills
  • Ability to develop and implement development strategies
  • Ability to work collaboratively
  • Must meet all requirements for pre-employment as required by the County
  • Never been charged and/or no pending charges for a felony or misdemeanor that would pose risks to the credibility of the program
  • Knox County residents preferred.
  • Demonstrated administrative/managerial experience.
  • Knowledge of educational methods is preferred.

CERTIFICATES, LICENSES, REGISTRATIONS: Current valid driver’s license from state of residence with a satisfactory driving record. You must obtain a current valid driver’s license within the first thirty (30) days of employment if your driver’s license is from a state other than the one you reside in. Annual training is required.

PHYSICAL DEMANDS: Must be able to bend, stoop, push, pull, reach, sit, stand, and walk for periods of time.

VISUAL AND COGNITIVE DEMANDS: Must have excellent communication skills. Must be able to generate written reports or summaries using prescribed formats. Must be able to give and receive verbal and written instructions. Proficiency in Microsoft Word for Windows, Excel, and other computer applications required. Grant writing experience preferred.

WORK LOCATION AND ENVIRONMENT: Home-like and office settings with varying degrees of background noise. Lighting and ventilation are found in a typical home, school, or office setting. It may involve some travel.

ESSENTIAL FUNCTIONS: The successful applicant should be able to perform ALL of the following functions at a pace and level of performance consistent with the actual job performance requirements.

  • Represents appointed children in the Court Appointed Special Advocate role.
  • Maintains a caseload of up to 30 children and participates in all facets of those cases, including court hearings, CFTMs, monthly visits, Optima documentation, and report writing.
  • Attends all mandatory staffings.
  • Maintains necessary reports and paperwork.
  • Completes court reports promply.
  • Assists in outcome measurements and continual performance quality improvement
  • Assists in data entry of information required for program operation and statistical reporting.
  • Assists with the self-assessment process for the CASA program.
  • Participates in community needs assessments as required: conducting formal and informal evaluations assessing the changing needs of children and community members and assisting with formulating appropriate responses to those identified needs.
  • Maintains an understanding of current child welfare trends, guidelines, and requirements.
  • Develops and maintains a positive working relationship with the appropriate juvenile court judge, court officials, and the Department of Child Services.
  • Respect and maintain confidentiality with regard to program participants and families.
  • Presents the CASA Program positively and enthusiastically to the community, promoting awareness and benefits of services.

GENERAL REQUIREMENTS:

  • Demonstrates understanding of the operation of the CASA mission and vision for the program.
  • Meets on an as-needed basis with the Executive Director to review Program operations.
  • Reads, understands, and complies with all Knox County Personnel Policies Handbook provisions .
  • Assist the court in the formation of policy.
  • Conducts orientations and assessments on clients referred to the program. Make appropriate referrals, monitor progress, and conduct follow-ups as needed.
  • Demonstrates excellent communication skills (Verbal and Written).
  • Dependable and accepts responsibility for attendance and punctuality. Effectively utilizes time. Works when scheduled and observes policies regarding scheduling and time off.
  • Flexible and adjusts work to accommodate changes in priorities and workload.
  • Must be able to work independently as well as part of a team.
  • Attends and participates in all required new hire, annual, and other assigned training and attends meetings as assigned.
  • Handles information in a confidential manner.
  • Presents a neat, clean and professional appearance and dresses appropriately for the job.
  • Sets a good example for others by own self-discipline and behavior. Maintains professional and respectful relations with others.
  • Does not engage in activities other than official business during working hours.
  • Act as a liaison with other community agencies.
  • Completes other duties not listed in this description as assigned by the Executive Director.
