DIGITAL CONTENT SPECIALIST II
Schedule: Monday - Friday: 8:00 am - 5:00 pm
Purpose of Job
The purpose of this classification is to provide video content for promotion of the
overall County and with a part-time emphasis on the Knox County Library System.
Essential Functions
-
Responsible for producing high-quality, innovative videos and photos and
delivering them across multiple platforms to tell the stories of Knox
County Public Library and Knox County Government Services -
Assist web and social media teams by contributing stories to those
platforms -
Manage production resources; prepare production material; develop
story concept/treatment; storyboards; and scriptwriting; video research;
set design and lighting; camera operation and sound recording direction;
non-linear editing; assembling production crew; collaborate with other
technical multimedia staff - Develop graphic elements and infographics to support video projects

Assist and substitute for Information Technology (IT), the Library System
and others when needed - Ensure regular, punctual attendance during scheduled work hours

Respond to and report immediately if called upon by local, regional or state
office supervisors as part of a coordinated Emergency Response by the - Perform other duties as required
Minimum Training & Qualifications
Minimum qualifications for the position include the following:
-
Bachelor's degree from an accredited college or university in Computer
Science, Information Technology, Communications, Graphic Design, or
related field - Minimum five (5) years related experience.

Extensive experience with planning and managing small-scale to largescale
video projects -
Advanced skills in the operation of a variety of video cameras, video
editing systems, audio and lighting equipment -
Extensive experience in applying the principles of video framing,
composition, visualization, storytelling audio and non-linear editing and
export of final products for distribution -
Extensive experience with the preparation of sets, to include the
positioning of lights, cameras, sound equipment, property and personnel,
including ensuring that special audio and video effects are used effectively -
Extensive experience in writing for radio and television news and
documentary scripts, narrations, and public service announcements -
Extensive experience narrating public events and providing voice over for
video products - Extensive experience with emphasis in Edius or Adobe editing software

Any equivalent experience which provides the requisite knowledge, skills,
and abilities required of the position may be considered

In-depth knowledge and understanding of social media platforms, their
respective participants, and how they can be deployed in a variety of
scenarios -
Demonstrate proficiency in capturing digital video using professionalgrade
audio and video equipment in a fast-paced environment -
Demonstrate proficiency with non-linear video editing software such as
Edius, Avid, Final Cut Pro or equivalent - Ability to use a multi-line phone and photocopier

Ability to regularly use a desktop computer, laptop, computer, computer
printer, and computer scanner -
Ability to use the Microsoft Office suite of programs including Word word
processing program Excel spreadsheet program, and PowerPoint
presentation program
