What are the responsibilities and job description for the County Traffic Engineer position at Knox County?
Purpose of Job
The purpose of this classification is to manage traffic safety and efficiency by overseeing public consultations, crash investigations and the implementation of signals, signage and pavement markings. This role also reviews capital projects and enforces access policies to ensure a safer, more effective transportation network for residents.
Essential Functions
Essential functions the position will be responsible for include the following:
- Engage with the public to address traffic concerns, conduct field reviews, and recommend safety and operational improvements.
- Oversee signal contractors and collaborate with traffic consultants to ensure efficient signal systems, including timing plans, equipment, and ATMS operations.
- Ensure the maintenance of accurate inventories of traffic system components, such as signals, signs, and markings.
- Collaborate with the Operations Director to develop and implement capital improvement and maintenance plans for long-term traffic system safety and efficiency.
- Manage Knox County’s Traffic Calming Program, coordinating public involvement, plan design, voting processes, and field construction.
- Provide guidance and advice to various Knox County teams and departments, including Highways, Capital Project Development and Construction, Development Services, Knox County Schools, and Parks and Recreation.
- Assist EPW teams with traffic engineering tasks such as driveway reviews, pavement marking needs for new streets, sight distance measurements, and capital project plan reviews.
- Support EPW Development Services by reviewing traffic studies, conducting site visits for new developments, and analyzing traffic impacts.
- Coordinate with partner agencies like TDOT, the City of Knoxville, and the Town of Farragut on joint projects and traffic coordination issues.
- Work with the Traffic Control Supervisor to ensure prompt resolution of work orders and citizen complaints
Additional Job Functions
- Ensure regular, punctual attendance for self and assigned staff during scheduled work hours.
- Respond to and report immediately if called upon by local, regional or state office supervisors as part of a coordinated Emergency Response by the Knox County Mayor’s Office.
- Perform other duties as required.
Minimum Training & Qualifications
Training and qualifications for the position include the following:
- Bachelor’s Degree in Engineering
- Five (5) years experience in transportation or traffic engineering
- Any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities may be considered for employment into the position
- Must possess and maintain a valid TN Driver’s License

Physical Requirements
This position requires the following physical abilities:
- Occasional periods of light physical activity
- Ability to sit or stand for extended periods of time, working behind a desk on a computer
- Ability to walk a construction site consisting of uneven terrain
- Must wear personal protection equipment (PPE) that may consist of eye protection, ear protection, hard hats, gloves, etc. when visiting construction sites
