Koniag Emerging Technologies (KET), a Koniag Government Services company, is seeking a Program Advisor/Specialist Level I to support KET and our government customer in the Metro DC area. This position is for a Future New Business Opportunity.

Koniag Emerging Technologies LLC is seeking a knowledgeable Program Advisor/Specialist Level I to provide subject matter expertise and support in various program-related activities. This entry-level position requires a bachelor’s degree from an accredited institution and a demonstrated knowledge of specific country issues, including specialized knowledge of international narcotics and law enforcement programs, as well as federal policies and procedures related to foreign assistance and the budget process.
The Program Advisor/Specialist Level I plays a crucial role in providing subject matter expertise and supporting various program-related activities, including drafting technical documents, conducting research, analyzing policies and programs, and supporting strategic planning efforts. The successful candidate should possess specialized knowledge of international narcotics and law enforcement programs, as well as an understanding of federal policies and procedures related to foreign assistance and the budget process.
Essential Functions, Responsibilities & Duties may include, but are not limited to:
The Program Advisor/Specialist Level I will be responsible for the following tasks:
  • Utilize subject matter expertise to aid in drafting a variety of technical, programmatic, funding, and informational memoranda and letters, providing input to the Team Lead as a subject matter expert regarding Congressional testimony, responses to questions, press guidance, and interagency, bilateral, and multilateral agreements in accordance with Department policies and regulations and relevant legislation.
  • Conduct research and provide recommendations to the Team Lead regarding the management of programs.
  • Review and analyze policy and programmatic documents and make recommendations based on findings.
  • Assist in conducting program reviews and assessments of new and ongoing programs, and provide recommendations based on findings.
  • Support strategic planning efforts for programs.
  • Aid in reviewing budgets and providing program estimates, evaluate program effectiveness in relation to the funding expended, and assist in assessing U.S. government law enforcement assistance activities to determine funding requirements, warrant, and availability.
  • Support liaison efforts within the organization, with other government agencies, and with non-governmental organizations.
  • Other duties as assigned
Requirements:
Education:
  • A Bachelor's degree from an accredited institution.
Work Experience, Knowledge, Skills & Abilities:
  • For a position in the U.S., must be a U.S. Citizen or legal U.S. resident; for a position outside the U.S., any citizenship (U.S., Third Country National (TCN), and Local National (LN)) is allowable.
  • Knowledge of and demonstrated experience using Microsoft Office Suite.
  • Zero to two years of experience in a relevant field.
  • Demonstrated knowledge of specific country issues, including specialized knowledge of international narcotics and law enforcement or similar type programs, sufficient to ensure project work is in compliance with management policies and procedures and in conformance with the Foreign Assistance Act and other regulatory procedures and guidelines.
  • Proven knowledge of Federal policies and procedures, including methods of providing assistance and the Federal budget process.
  • Ability to communicate effectively, both orally and in writing, with a wide range of stakeholders.
  • Demonstrated ability to provide advice, guidance, and consultation regarding the interpretation and application of analysis.
  • Experience drafting U.S. government reports and documents, such as the International Narcotics Control Strategy Report (INCSR), embassy cables, and other documents.
