The Management Analyst III conducts management studies in areas such as organizational design and staffing, operational systems and procedures, work simplification, space utilization, records management and control, and budget preparation. Employees in this role make recommendations for corrective actions and management improvements to ensure efficient, cost-effective operations and compliance with office requirements.
Typical tasks include :
Presenting written or oral reports of findings, conclusions, and recommendations for corrective measures or operational improvements to management
Processing requests for services such as printing or equipment, and coordinating procurement and distribution
Assisting with or directing activities of independent contractors / vendors
Providing technical assistance and guidance to operational staff during implementation through staff training, information clarification in problem areas, writing instructions and guidelines
Designing or revising forms, procedures, and manuals
Monitoring effectiveness and conducting follow-up appraisals of recommendations, modifying as necessary
Budget Analysis tasks :
Assisting in the budget development process for assigned programs
Developing and preparing budget reports, technical information, and statistical analyses to assist in budget administration and compliance
Monitoring program revenues / expenditures and reporting on significant deviations
Evaluating the impact of staffing / organizational changes or other management activities on budget allocations and recommending appropriate actions
Miscellaneous tasks :
Conducting / coordinating special projects of a non-recurring nature as requested
Conducting regular or special reviews of industry developments and considering possible agency applications
Participating in various committee and task work groups relating to agency problem-solving activities
Additionally, the Management Analyst III provides direct management analyst, project and program management assistance, and / or executive administrative support to senior-level executives in support of various bureau and sub-element missions.
This role operates with little or no direct day-to-day management and supervision. The Management Analyst III supports the coordination and implementation of specifically assigned management programs impacting the Bureau, such as annual & strategic program planning, program budgeting, acquisition planning & administration, and mandatory periodic reports to senior staff or external oversight organizations.
The Management Analyst III participates in planning and conducting special studies, drafts report of findings and recommendations for use by managers of headquarters functions and evaluates policies in assigned areas of responsibility.
This role reviews and assesses the applicability and effect of new or proposed policies, executive orders, departmental directives, and other agency decisions on operations, managerial programs, and requirements.
The Management Analyst III also reviews, analyzes, and interprets bureau and departmental policies affecting areas of policies, procedures, and responsibilities, assesses their impact on Bureau program activities, recommends actions to achieve organizational objectives, and recommends future program objectives and improvements.
Additionally, this position monitors management actions and progress in executing long and short-range plans, implementing policies, and assists in managing programs by tracking the accomplishment of goals, objectives, and priorities.
Education and Experience Requirements :
Master’s degree in industrial engineering, Industrial Psychology, Public Administration, Business Administration, or a closely related field
Five (5) years of experience assisting or participating in planning and / or carrying out management improvement studies in at least one of the following areas. A) organizational analysis, b) systems and procedures analysis (manual or ADP), c) records management analysis, d) space utilization studies, e) work measurement or work simplification studies, f) cost-benefit analysis, g) budget analysis, or h) other related efficiency research studies.
Required Skills and Competencies :
Strong analytical and problem-solving skills
Expertise in organizational design, process improvement, and operational efficiency initiatives
Knowledge of budgeting processes, budget analysis, and financial reporting
Excellent written and verbal communication skills for presenting findings and recommendations
Ability to conduct research, analyze data, and develop actionable solutions
Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Project)
Strong organizational and multi-tasking abilities
Attention to detail and commitment to quality
Ability to work independently and as part of a team
Desired Skills and Competencies :
Experience working with U.S. federal government agencies or international organizations
Knowledge of project management methodologies and best practices
Understanding of change management principles and strategies
Familiarity with relevant laws, regulations, and compliance requirements

This job operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.
This position is primarily indoors, consistent with a standard office position and has a noise level of mostly low to moderate. The incumbent is required to stand, walk; sit; use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; talk and hear. The workload may require the incumbent to sit for extended periods of time. The incumbent must be able to read, do simple math calculations and withstand moderate amounts of stress.
The incumbent must occasionally lift and / or move up to 25 lbs. Specific vision abilities required by the job include close vision, distance vision, color vision, depth perception, and the ability to adjust focus.
