The Senior Monitoring, Evaluation, and Learning (MEL) Specialist will play a crucial role in leading and managing the MEL activities for an HHS client. This position requires a strong understanding of MEL principles and practices, extensive experience in designing and implementing MEL systems within the context of U.S. federal health programs, and a demonstrated ability to provide technical assistance and capacity building to federal staff and awardees. The Senior MEL Specialist will work closely with the Project Manager and other stakeholders to ensre that all activities are aligned with project goals and objectives, contribute to enhanced program performance, meet reporting requirements, and ultimately support the client’s mission

Primary Functions & Responsibilities:
MEL System Development and Implementation:
- Lead the development and implementation of a robust MEL system for the project, ensuring alignment with strategic priorities and other relevant initiatives.
- Develop and refine the Project MEL plan, including a comprehensive evaluation protocol, performance monitoring framework, data collection tools, performance measures and reporting templates.
- Provide expert guidance and support to HHS staff and awardees on MEL system implementation, data collection, analysis, and reporting, ensuring compliance with GPRA requirements and OMB guidelines
- Develop and deliver Technical Assistance (TA), including training programs and workshops on MEL, for HHS staff and awardees, focusing on the specific needs and challenges of minority health programs.
- Assist HHS staff and awardees to implement MEL best practices, fostering a culture of data use and continuous enhancement.
- Create and maintain a library of MEL resources and tools tailored to the needs of minority health programs.
- Oversee the collection, storage, and analysis of performance data from HHS-funded programs, ensuring data quality, security, and compliance with privacy regulations.
- Conduct in-depth analysis of performance data to identify trends, patterns, and best practices in minority health programs.
- Develop data visualizations and dashboards to track program performance and progress towards health equity goals.
- Lead the design and implementation of evaluations of HHS projects and entire programs, employing a range of methodologies to assess program effectiveness and impact.
- Synthesize evaluation findings and lessons learned to inform program enhancement, policy development, and knowledge sharing within HHS and across the field of minority health.
- Facilitate learning through sharing final evidence-based reports summarizing program impact, lessons learned, and key outcomes and communities of practice to promote knowledge exchange among HHS staff and awardees.
- Prepare high-quality quarterly and annual performance measurement reports, evaluation reports, and other MEL-related documents for HHS, OMB, and other stakeholders.
- Develop communication materials, such as articles, manuscripts, policy briefs, presentations, and infographics, to effectively share MEL findings and promote evidence-based practices in minority health.
- Build and maintain strong relationships with HHS staff, awardees, and other stakeholders, including community organizations, healthcare providers, and representatives from minority populations.
- Facilitate collaborative processes and partnerships to ensure that the project is responsive to the needs and priorities of minority communities.
- Engage stakeholders in the review and refinement of the MEL system, promoting transparency and ownership of the process.
Education:
- Bachelor’s degree in public health, Business administration, health policy, MEL or a related field required. Master's degree preferred.
- Minimum of ten years of professional experience in MEL, with at least five years within the context of U.S. federal grant programs required.
- Experience with HHS desired.
- Demonstrated experience in designing, implementing, and managing MEL systems for U.S. federal grant programs, preferably those focused on minority health or health equity.
- Proven track record of providing technical assistance and capacity building on MEL to diverse stakeholders, including government agencies, healthcare providers, and community-based organizations.
- Experience in conducting and managing evaluations, including designing methodology, collecting and analyzing data, and reporting findings.
- Familiarity with GPRA requirements, OMB guidelines, and other relevant regulations and policies related to performance measurement and evaluation in the federal government.
- Ability to obtain a Public Trust
- Strong understanding of MEL principles, approaches, and best practices, particularly within the context of minority health and health equity.
- Expertise in developing logic models, performance monitoring plans, midterm and final evaluations and indicator matrices.
- Proficiency in statistical analysis software and data visualization tools preferred.
- Excellent communication, interpersonal, and presentation skills, with the ability to effectively convey complex information to diverse audiences.
- Ability to work independently and as part of a team, managing multiple tasks and priorities effectively.
- Strong organizational and time management skills, with a demonstrated ability to meet deadlines and deliver high-quality work products.
- Commitment to health equity and addressing health disparities among minority populations.
