Title IV-D Caseworker
DEPARTMENT: Prosecuting Attorney - Kosciusko County Government
WORK SCHEDULE: 8:00 a.m. - 4:30 p.m., M-F
STATUS: Non-exempt
Incumbent serves as Title IV-D Caseworker for the Kosciusko County Prosecuting Attorney, responsible for investigating, establishing and enforcing child support obligations.
DUTIES:
Interviews and assists AFDC and Medicaid recipients and Title IV-D service applicants in preparation for enforcement action, including explaining Title IV-D policies and procedures, completing applications and forms.
Prepares/dictates various documents for establishing and enforcing child support and filings in court, such as correspondence, pleadings, petitions and summons, and files documents accordingly, including conducting research and investigating.
Prepares cases for court hearings, and calculates child support delinquencies and orders according to state guidelines.
Responds to telephone and office inquiries regarding Title IV-D policies and procedures, and resolves problems related to individual cases.
Maintains communication with various agencies and individuals in obtaining information and resolving problems, including state and county welfare departments, attorneys, caseworkers, absent parents, clerk of child support and other child support enforcement offices. Performs necessary follow-up.
Periodically communicates with laboratory in scheduling genetic tests.
Periodically attends and participates in training sessions and seminars.
Performs related duties as assigned.
JOB REQUIREMENTS AND DIFFICULTY OF WORK:
High school diploma or GED. Two (2) years of experience in child support related area preferred. ISETS and ICES training required.
Ability to meet all employer and Department hiring requirements, including passage of a drug test.
Basic knowledge of and ability to make practical application of Title IV-D policies and procedures, county court system and related legal terminology and requirements.
Working knowledge of standard English grammar, spelling and punctuation, and ability to type with speed and accuracy to write and edit detailed reports, and maintain accurate files.
Ability to properly operate a variety of standard office equipment, including computer, calculator fax machine, postage meter, copier and telephone.
Ability to provide public access to or maintain confidentiality of department information and records according to state requirements.
Ability to comply with all employer and department policies and work rules, including, but not limited to, attendance, safety, drug-free workplace, and personal conduct.
Ability to comprehend and apply computer applications related to ISETS and ICES.
Ability to effectively communicate orally and in writing with co-workers, state and county welfare departments, attorneys, caseworkers, absent parents, custodial parents, clerk of child support, other child support enforcement offices and the public, including being sensitive to professional ethics, gender, cultural diversities, and disabilities.
Ability to observe similarities and differences in data, compile, analyze, and evaluate data, and make determinations based on data analyses.
Ability to plan and layout assigned work projects, and perform arithmetic operations.
Ability to understand, memorize, retain, and carry out written or oral instructions and present findings in oral or written form.
Ability to work alone with minimum supervision and with others in a team environment.
Ability to work on several tasks at the same time and work under time pressure.
Ability to occasionally travel out of town, sometimes overnight for training and conferences.
RESPONSIBILITY:
Incumbent performs a variety of standard duties according to state and federal rules and regulations with work priorities primarily determined by service needs of the public and flexible, customary routine. Incumbent’s assignments are guided by definite objectives using a variety of methods or procedures. Decisions are always determined by specific instructions or well- existing policies or procedures. Errors in work are usually prevented and detected through legally defined procedures and procedural safeguards. Undetected errors may result in loss of time to correct error and/or inconvenience to other agencies or the public.
PERSONAL WORK RELATIONSHIPS:
Incumbent maintains frequent contact with co-workers, state and county welfare departments, attorneys, caseworkers, absent parents, custodial parents, clerk of child support, other child support enforcement offices and the public for purpose of exchanging and explaining information.
Incumbent reports directly to Deputy Prosecuting Attorney.
PHYSICAL EFFORT AND WORK ENVIRONMENT:
Incumbent performs duties in a standard office environment involving, sitting/walking at will, sitting for long periods, lifting/carrying objects weighing less than 25 pounds, bending, reaching, keyboarding, handling/grasping/fingering objects, speaking clearly and hearing sounds/communication. Incumbent occasionally travels out of town, sometimes overnight for training and conferences.
