This position will work a minimum of 3 days onsite and may work up 2 days remotely depending on demonstrated mastery of assigned responsibilities.
SUMMARY: The Budget Analyst will be responsible for analyzing financial data, developing budgets, monitoring spending, and providing recommendations to improve financial efficiency. The ideal candidate is highly analytical, possesses strong Microsoft Excel skills, and has a thorough understanding of budgeting and financial management principles. This role requires the ability to work independently and collaboratively with various departments to ensure accurate budgeting and financial planning. The Budget Analyst serves as the primary accounting/finance liaison for project managers, vendors and customers for their assigned contracts. Assigned contracts range from moderate to complex.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Analyze financial trends and provide accurate financial forecasts to support strategic decision-making.
- Prepare and assist Project Managers in the completion of budget status reports and other forecasting as required.
- Prepare and assist Project Managers with the development and completion of annual budgets.
- Prepare and distribute reports and statistical data to facilitate planning and maintenance of accurate contract records and files.
- Monitor contract fiscal performance of assigned contracts and make recommendations for improvement as necessary.
- Review/validate that all costs charged to assigned projects are within the established budget, allowable per the contract and allowable per the applicable federal (2 CFR 200/WIOA, TANF etc.) and/or state regulatory requirements based on the type and/or source of funds.
- Ensure compliance of assigned projects with the associated contract and applicable Federal (2 CFR 200/ WIOA, TANF etc.) and/or state regulatory requirements based on the type and/or source of funds.
- Full Cycle Budget Management including but not limited to reviewing Job Summary Reports (JSR) for completeness, providing preliminary Budget Status reports to Project Managers, recommending JSR corrections, compiling information required for contract billing, issuing contract bills, posting to the accounting system and aged receivables collections.
- Review contracts, modifications and other documents to ensure accuracy.
- Provide contract management support, interpretation and problem resolution to operating managers and executives.
- Shall participate in the preparation and submission of financial information (i.e. budgets, narratives, etc.) for proposals as assigned.
- Stay updated on industry trends, regulations, and best practices related to budgeting and financial management.
- Other ad-hoc Finance duties as assigned

EDUCATION and/or EXPERIENCE:
- Bachelor’s Degree in business/finance/accounting or related business area from an accredited college or university.
- Minimum of 2 -5 years in project based accounting preferred.
- 2 years’ experience with WIA/WIOA and TANF projects is preferred.
- Mastery of MS Excel is a must.
OTHER SKILLS AND ABILITIES: Personal computer literacy required, including effective use of the Internet, e-mail, video conferencing (Zoom, Teams) other Microsoft Office Products (Word, PowerPoint and Outlook). Experience with Deltek CostPoint highly preferred.
