Position Overview: The Senior Modernization and Capabilities Developer will support the Marine Corps Installations Command (MCICOM) G-5 Directorate by leading the identification, assessment, and integration of innovative technologies and processes to enhance Marine Corps installations. This role focuses on strategic modernization efforts, infrastructure improvements, and operational efficiency, ensuring Marine Corps installations remain adaptive, mission-ready, and technologically advanced.

Position Responsibilities:
Modernization & Innovation Strategy
- Lead efforts to identify, assess, and implement new technologies, processes, and capabilities to enhance Marine Corps installations.
- Establish and maintain collaboration with Marine Corps Warfighting Lab, Marine Corps Systems Command, DoD agencies, private industry, and academia to drive innovation.
- Develop strategies and recommendations to align modernization initiatives with Marine Corps operational requirements and strategic goals.
· Program & Policy Development
- Oversee the development of policies, procedures, and interim guidance for the implementation of new capabilities.
- Conduct comprehensive policy reviews and propose updates to ensure alignment with modernization objectives.
- Provide technical expertise in basing programs, force readiness initiatives, and installation modernization efforts.
· Strategic Planning & Project Oversight
- Develop and refine strategic planning documents, Planning Orders (PLANORDs), Operations Orders (OPORDs), and Letters of Instruction (LOIs) for modernization initiatives.
- Manage and optimize tools for tracking, processing, and analyzing modernization efforts.
- Support Marine Corps leadership in long-term infrastructure and capability development planning.
· Collaboration & Stakeholder Engagement
- Engage with MCICOM leadership, regional commanders, operational units, and external agencies to ensure modernization initiatives meet operational needs.
- Provide conference planning and meeting support, including agenda development, on-site coordination, and post-event reporting.
- Communicate modernization progress and recommendations to senior leadership and key stakeholders.
Requirements
Position Requirements:
- Bachelor’s degree Required (Engineering, Community Planning, Facility Management, or related field preferred).
- Secret Clearance (or ability to obtain)
- Experience:10 years of experience in capabilities development, military infrastructure modernization, or strategic planning.
- Strong understanding of Marine Corps and DoD modernization programs, force readiness, and installation initiatives.
- Proficiency in Microsoft Office Suite, SharePoint, and analytical tools.
Additional Requirements:
- Ability to lead strategic modernization initiatives and align them with Marine Corps operational goals.
- Strong problem-solving, leadership, and communication skills.
- Ability to work in a classified environment and travel as needed.
Preferred Skills/Experience:
- Project Management Professional (PMP) certification preferred.
- Prior military experience or experience working with military-basing programs is highly desired.
