Job Summary:
We are seeking a highly skilled Subject Matter Expert (SME) to provide real-time support for Foreign Military Sales (FMS) case development and pre-Letter of Request (LOR) activities. The SME will be responsible for guiding program teams, providing technical and strategic expertise, and ensuring compliance with U.S. Air Force (USAF) Security Assistance programs. This role requires deep knowledge of FMS processes, acquisition strategies, and stakeholder coordination.
Key Responsibilities:
General Duties:
- Provide subject matter expertise on FMS case development, including LOR and Letter of Offer and Acceptance (LOA) processes.
- Assist in identifying requirements, acquisition planning, sustainment strategies, and training needs for FMS programs.
- Collaborate with U.S. Air Force (USAF), international partners, Security Cooperation Organizations, and industry stakeholders.
- Support risk analysis, cost estimation, and program assessments for FMS programs.
- Aid in preparing FMS documentation, including Pricing & Availability (P&A) data, LOA documents, and Manpower Travel Data Sheets (MTDS).
- Work closely with the Defense Security Cooperation Agency (DSCA), Air Force Materiel Command (AFMC), and other relevant agencies.
Technical & Strategic Support:
- Provide expert guidance on case planning, base activation, logistics, and sustainment.
- Support discussions with industry and international partners to define capability requirements, pricing, and feasibility.
- Ensure compliance with Security Assistance Management Manual (eSAMM) guidelines.
- Assist with policy development, quality assurance, and process optimization for FMS operations.
- Utilize Defense Security Assistance Management System (DSAMS) and other FMS IT tools for case tracking and reporting.
Compliance & Administration:
- Maintain compliance with government security, contracting, and acquisition regulations.
- Prepare and submit monthly status reports detailing ongoing tasks, program updates, and performance metrics.
- Ensure alignment with DoD policies, OPSEC guidelines, and information security requirements.
- Assist in the review of classified and controlled unclassified information (CUI) related to FMS programs.
Job Requirements:
Technical Skills & Knowledge:
- Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook, SharePoint, and Project).
- Experience using FMS-related IT systems (e.g., DSAMS, MTDS tools).
- Strong understanding of FMS acquisition lifecycle, security cooperation policies, and DoD regulations.
- Familiarity with contract management, logistics, sustainment, and training planning.
Security Clearance:
- Active SECRET clearance required at the time of application.
Education & Certifications:
- Bachelor’s degree in Business, Engineering, Logistics, International Relations, or related field preferred.
- Relevant DoD certifications (e.g., DAWIA, Security Cooperation certifications) are a plus.
- Years of Experience: 7 years
