JOB DUTIES

Serves as the primary advisor to the KHEAA/KHESLC Executive Director on economic issues in higher education and student financial aid. Conducts professional level economic and technical research, planning, and analysis for KHEAA.

  • Maintains professional contacts with other economists, state agencies, and outside education special interest groups and has an active involvement and collaboration in joint studies.
  • Performs and coordinates duties in the collection, analysis, interpretation, and presentation of economic data outcomes.
  • Conducts computerized econometric models applicable to a wide range of student financial aid issues.
  • Serves as an advisor on economic issues in higher education and student financial aid.
  • Designs objectives and methods and executes comprehensive economic analyses.
  • Analyzes economic and fiscal results of financial aid changes or developments and works closely with Director of Student Financial Aid on data analysis requests.
  • Communicates to the Executive Director comprehensive evaluations of proposed legislation including: direct cost and financing; impact on students; relative to the goals of the bill; receiving (or not receiving) other SFA program aid; identification of unintended consequences and/or restructuring of student and/or institutional incentives; preparation of evaluation materials for public presentation to legislative committees.
  • Effectively communicates the results of sophisticated, technical research and analysis to non-technical, lay audiences in a readily accessible and understandable format.
  • Coordinates with internal departments for the production of statutorily required annual reports.
  • Coordinates, programs, and implements inbound and outbound interagency data transfers with appropriate data validation.
  • Researches grant opportunities from appropriate sources.
  • Drafts and submits grant proposals based on funding needs of KHEAA.

MINIMUM QUALIFICATIONS

  • Bachelor’s Degree required in economics, statistics, or finance. Advanced degree preferred.
  • Four years of professional experience in economic research, planning, or analysis will substitute for the degree major categories.
  • Ability to work with very large databases in an object-oriented relational database system environment.
  • Ability to work in Frankfort full-time.
  • Ability to be creative and synthesize new concepts/designs with traditional approaches to data analysis and reporting in order to maximize communication effectiveness.
  • Ability to work efficiently and effectively with co-workers in a small-team environment to produce in a timely manner the most accurate and reliable data analyses that are most useful for internal and external clients.
  • Ability to use the internet effectively for research and data gathering.
  • Ability to use standard office machines (PC, printers, copiers, facsimile machines, etc.).
