Responsible for assisting the General Manager (GM) in the oversight of all operational aspects at a particular development/asset. The AGM, will assume partial operational control of the asset in the absence of the GM
Responsibilities include, but are not limited to:
- Supports the GM with the implementation of regulatory compliance efforts and leasing coordinated efforts (i.e., continuous occupancy management, logistical coordination of move-ins/vacates/turnover)
- Plays a vital role in LIHTC and/or S8 administration/compliance – supporting the C&C compliance group as the on-site resource
- Assists GM with all active and aged (HDP, DOB, ECB) violations including follow up with CHA (Cohen Hochman & Allen) and updating SiteCompli,
- Tracks and reports on repair work for mold (Baez), lead (if applicable), pests, heat and elevators as required by NYCHA.
- Inspect the property as requested by the GM, and support, tracks, and assists both the site team(s) and GM on agency-specific regular inspections (i.e., REAC, MOR, API, etc.)
- Support the GM in the mitigation and aggregation of pre-acquisition Housing Quality Standards (HQS) violations, which include uploading completed NE-2 forms onto the Division of Tenant Resources (DTR) portal
- Ensure that required trackers are accurately and timely maintained and submitted as required by NYCHA and management. Trackers including but are not limited to: Arrears/Legal tracker, resident engagement tracker (if different than Arrears/Legal tracker), NE-2 tracker, HQS tracker
- Support the GM in the implementation and effectuation of all resident A/R collections legal arrears process
- Determine if a vendor is needed to perform apartment or building repairs, define the appropriate scope of work and collaborate with the GM on procuring the necessary services
- Supports the GM in oversight/implementation of site-specific operational policies and procedures to ensure maximum performance by all employees e.g., Create and enforce a grounds and cleaning schedule for the property,
- Respond to emergencies as needed and assign appropriate staff to respond to after-hours and weekend repairs.
- Oversees, manages maintenance staff and back-office staff (if applicable) to assure the building is maintained to a high standard, and train office staff on appropriate resident communication and customer service to ensure that office staff are always professional and courteous to residents
- Reviews maintenance staffing, procedures to ensure all maintenance staff are completing tasks in a timely/ cost-effective manner
- Document, prepare incident reports, recover evidence for any/all injuries, claims, or significant incidents working closely with the GM and L M legal/insurance groups
- Posts rental payments (HAP) and continuously review account ledgers for accuracy
- Supports the GM in pursuing tenant arrears, and initiates non-payment proceedings on any delinquent accounts.
- Oversee property inventory and inspect inventory logs for accuracy
- Manages and works closely with GM on any/all financial related matters
- Reviews PHA rental breakdowns and adjust ledgers to ensure proper accounting of HAP vs. TTP charges.
- Plans and coordinates regular resident functions to include invites, music, catering, games, etc.
- Manages and updates BuildingLink ensuring resident data is accurate
- Supports the leasing team on any/all renewal, lease termination and/or lease negotiations
- Shows available units to prospective applicants
- Liaise with Community Affairs to ensure resident feedback is incorporated into property operations and supports any/all L M/C&C Community Affairs initiatives, with social services team/agencies to support the at-risk residential population and residents as needed
- Help with work order creation and resident scheduling as needed, and review completed work orders as deemed necessary and schedule apartment repair work based on resident complaints received and outstanding work orders.
- Ensure the creation of work orders is accurate and delineates the issue to be corrected, the staff assigned, and the time spent to resolve the issue.
- Assist in the historical tracking and monitoring of monthly resident outreach notifications, working closely with social services, community affairs and community leader teams
- Help the GM in the preparation and submittal of NYCHA related reporting no later than the 5th of each month as a NYCHA requirement
- Attend resident meetings and follow-up on concerns raised.
- Reviews and enforces security protocols
- Works out of a dedicated site-office and responds to issues on behalf of GM – exclusively focused on 1-2 assets
- Assist in special projects and assignments as determined by the GM and management.
- Bachelor’s degree preferred or a combination of work experience, education and professional designations, certifications
- Preferred Certifications: RAM, ARM, AHM, LIHTC and CPM
- 1 years of experience in Property Management Operational role(s) with a college degree -or-
- 2 years of experience in direct APM/AGM role at similar scale/scope properties without a college degree
- Must be proficient in Microsoft Office applications
- Proficiency in Yardi required
- Must have experience in residential housing (market-rate and/or affordable) and regulatory compliance
- Strong understanding of Building Finance and PM-specific Financial Reporting
- Strong understanding of Regulatory Compliance (Rent-Stabilization/Fair Housing/Section 8, etc.)
- Previous experience working in Public Housing, preferred
- Building system knowledge required
- Must have project management experience
- Must possess exemplary customer service skills
- Must display ability to complete tasks/projects on-time
