Emergency Management Coordinator is an administrative and planning position for the County's emergency activities.  Functions include County Emergency Management as specified in Chapter 323 of Wis. Stats. and appropriate municipal codes; including the application, preparation and administration of grant-related projects. Coordinates the activities of persons and/or agencies engaged in preparing for, and responding to, a disaster situation. The employee exercises considerable independent judgment and creativity within the laws and regulations established by Federal/State governments. This is a full-time position working Monday-Friday 8:00am-4:30pm.
 
Salary Range: $68,470 - $88,052

Develops and maintains the County Emergency Plan in accordance with state and federal guidance. Assists municipalities in the county in the development of municipal emergency operations plans.
 
Prepares "Off Site" plans for Emergency Planning and Community Right-to-Know Act (EPCRA) planning facilities.
Coordinates planning work with appropriate response agencies and governmental authorities, including Wisconsin Emergency Management and the Federal Emergency Management Agency.
 
Develops mutual aid agreements and assists mutual aid emergency efforts.
 
Develops emergency public warning and notification procedures.
 
Designs, coordinates and evaluates emergency operations training exercises.  Participates in and critiques exercises.
 
Takes advantage of opportunities to bring training courses to the county and arranges for delivery of training.
 
Prepares grant applications. Establishes and maintains grant-related records for audit requirements.
 
Maintains department records and prepares required reports. Submits required reports to County, State and Federal agencies, bureaus and boards. Provides reports to the County Judiciary and Law Committee and the County Local Emergency Planning Committee.
 
Attends and participates in a variety of meetings regarding Emergency Management matters.
 
Serves as the county's principal contact with state and federal emergency management agencies.
 
Advises local, County and State officials regarding County Emergency Management matters.
 
Organizes and maintains records for the EPCRA Program including files for all facilities required to submit documents in compliance with EPCRA regulations. Establishes and maintains "Public Right-to-Know" files.
 
Develops and maintains communication with news media representatives, schools, medical care facilities, businesses/industry representatives and the general public regarding assigned activities, disaster response plans and emergency preparedness. Prepares and presents information regarding Emergency Management activities and programs.
 
Coordinates billings/reimbursement for emergency responses to hazardous material incidents.
 
Implements the policies of the Local Emergency Planning Committee in accordance with the EPCRA.
 
Reviews facility documentation for completeness and consistency with regulations. Makes follow-up contact with facility representatives to assist in achieving compliance with EPCRA requirements.
 
Develops and maintains separate operating budget for EPCRA Program.
 
Prepares, recommends, and monitors Emergency Management annual operating budget. Determines future needs, expenditures, and revenues.
 
Responds to emergencies and disasters and coordinates response agency activities.
 
Assesses and documents disaster damages.  Submits disaster reports to local, state and federal authorities.
 
Develops, coordinates and facilitates numerous initiatives regarding community engagement, emergency preparedness campaigns, and public safety programs. Provides guidance and leadership to municipal officials and emergency responder organizations.
  • Working knowledge of Chapter 323 of Wisconsin Statutes and emergency management preparedness planning.
  • Working knowledge of EPCRA.
  • Ability to plan, coordinate and supervise activities of a wide variety of public officials, volunteers and projects.
  • Ability to speak effectively before public gatherings; good oral and written communications skills.
  • Ability to make sound judgments and decisions during emergency or stressful situations.
  • Ability to work under generally safe and comfortable conditions where exposure to environmental factors such as toxic agents may cause discomfort and poses little risk of injury.
  • Experience with law enforcement, firefighting, emergency services planning or emergency management planning; and the requirements of the EPCRA.
  • Preference for bachelor's degree in Planning, Public Administration or related and minimum of two years' experience; OR three years of progressively responsible experience in public safety planning, and some related training.
  • Excellent communication skills; strong computer skills, high degree of professionalism.
  • Valid driver's license and vehicle, or access to reliable transportation for county-wide travel.
  • Preference for applicants who have completed the Wisconsin Emergency Management
  • Association's Certified Emergency Management Professional certificate program.
  • Must complete required training in accordance with the Wisconsin Emergency Management EMPG-funded Personnel Required Training directives and the annual Plan of Work agreement.
  • Completion of periodic training courses is expected to retain core emergency management competencies and to develop new skills.
  • May consider other relevant combinations of education and experience that provide equivalent knowledge, skills, and abilities.
