Job Summary
Responsible for gathering & documenting application requirements, assisting in systems design, development, implementation & maintenance of information systems in support of core organizational functions. Application development &/or Database experience required. Microsoft SQL & Laserfiche Enterprise Data Management & SharePoint Online knowledge a plus. This role requires regular & recurring interaction w/ staff members from all county depts. The successful candidate will possess exceptional interpersonal & communication skills, self-directed, time management, & have competency in project mgmt. Position requires a 4 yr degree in Information Systems, Computer Science or related field & a min of 5 yrs of experience or an equivalent combination of education & experience

Is the leader and expert in their assigned technologies. Serves as the lead on assigned application and databases to architect, implement, enhance, and test systems to meet dynamic business needs to meet dynamic business needs. Performs complex configuration analyses, change management and testing activities to support applications, which includes installing new software, new software releases and system upgrades, evaluating and installing patches, and performing data conversions ensuring accuracy and quality. Performs on-going support and integration between applications.
Programs, installs, configures, upgrades, administers, supports and manages various application systems and databases; ensures compatibility and integration for software systems utilized throughout the county; provide appropriate system and user documentation for new and existing software applications.
Assists County staff regarding software, hardware, and technical problems as requested; educates users and other IT staff to forestall reoccurrence of situation; evaluates and establishes effective user interface; enlists outside support or services as needed.
Creates and contributes detailed documentation (streamline workflows, escalation model, support model, diagrams, application product support run books and FAQ updates as needed)
Installs, implements and maintains security controls as appropriate; provides security monitoring and audits of systems to ensure appropriate system(s) usage.
Manages outages and incidents of assigned technologies (handling, notification/client communication, troubleshooting, tracking, resolution, root cause analysis “post mortem” documentation)
Prepares and publishes Requests for Proposals or Bids for hardware/software packages and/or vendors; analyzes proposals and bids received; makes recommendations for award.
Performs all phases of project management, such as identifying project milestones, phases and elements. Creates and maintains project schedules by developing project plans and specifications, estimating time and resources, monitoring milestone completion and resolving conflicts. Creates and maintains meeting minutes, meeting schedules, project summaries and updates.
Assesses business process and system inefficiencies. Identifies improvement opportunities (proactive and reactive). Ability to understand and negotiate needs and expectations of multiple stakeholders; analyzes and synthesizes business requirements and identify ways to increase adoption and customer satisfaction.
Responsible for the control, security, accessibility and timeliness of county documents using Laserfiche Electronic Document Management (EDM) system.
Responsible for the configuration and administration of SharePoint Online.
Responsible for the control, security, accessibility of county database Management Systems; ensures that all databases are maintained properly in order to maximize performance of all database applications.
Installs and maintains current routine backups of the County’s data and meets requirements of disaster recovery plan.
Assists IT Leadership Team with budget by obtaining quotes and completing audits for license counts and application systems costs.
Provides assistance to County staff/customers regarding software questions and technical problems as needed; educates customers and IT staff to prevent reoccurrence of problem situations; evaluates and establishes effective user interface; enlists outside support or services as needed.
Maintains and upgrades professional knowledge, skills, and development by attending seminars and training programs and reading trade and professional journals and publications in order to maintain highest level of information, services and equipment for the County.
Performs other related duties as assigned.

Minimum Qualifications Required
Education and Experience:
Bachelor's degree from an accredited four-year college or university or technical degree/certification in management information systems, computer science or a related field; and
Three to five years of progressively responsible related experience, or any combination of education, training and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job.

Software development - At least two (2) years of programming experience with web development technologies, such as PHP, HTML, CSS, JavaScript, and JQuery
Database proficiency - Ability to create and maintain SQL databases (SQL tables, SQL scripts, stored procedures and SQL Server agent jobs) Preference will be given to candidates who have experience with MS SQL Server database, MS SQL Reporting Services
Operation and maintenance of a network and personal computer environments.
Application software with experience in server and client interface.
