The Senior Vice President of Transportation will serve as the executive head of the Transportation function for the LA28 Organizing Committee within the Games Operations team, as it evolves in scope through the journey to 2028. Ultimately, the goal of the Transportation function will be to deliver a seamless Olympic and Paralympic Games experience for all stakeholders by moving key constituents efficiently and effectively, moving spectators to and from venues via existing and enhanced public transport systems, and working with existing transport partners to keep LA and its residents moving during the Games.
This role will provide executive leadership for all aspects of Transportation, including but not limited to refining and delivering the strategy for Transportation during the Games; leading the continued definition and build-out of the Transportation functional area; innovating to enact comprehensive strategic vision, planning, and execution of Games transportation systems; collaborating with executive and senior leaders of all public transportation agencies in Los Angeles, with other public agency executives and leaders across the Southern California region, other relevant municipalities, and with senior executives and elected officials at the State and Federal level; championing the continued development of transportation operational plans for delivery; directing public communications regarding transportation planning and execution; conceiving, negotiating and finalizing agreements with major public and private transportation partners, and integrating among all other functional areas at the senior leadership level across the Organizing Committee.
Internally at LA28, this role will work in close coordination with all of the Games Planning and Delivery senior leaders, as well as with the external affairs / government relations and community engagement teams, and the Chief Technology Officer as it relates to innovative ways to build an efficient transportation system for the Games. Externally, this role will be expected to build trusted relationships with key senior and executive public transportation agency stakeholders, both as part of the Games Mobility Executive group with representation from LA Metro, LADOT, Caltrans, Metrolink, the Southern California Association of Governments (SCAG), and the City of LA, as well as other relevant public agencies.

Key Responsibilities:
Transportation Strategy and Planning
- Refine and evolve the Transportation strategy, considering public and private constraints and opportunities; refine concepts of operations and delivery plans with the Games Planning and Delivery team and key transport partners
- Define key transportation requirements and resources needed for planning and delivery
- Lead the refinement of budget estimates for LA28 deliverables, including areas requiring Government support
- Lead the advancement of the Transportation functional area organizational design and workforce plan ramping up to 2028 (together with planning, HR, and finance)
- Manage the Transport functional area budget together with Finance
- Oversee the evaluation of the IOC Master Schedule deliverables, update of the baseline, and management of the delivery of all direct Transport deliverables
- Integrate Equity and Accessibility into Transportation Planning: Champion initiatives that prioritize the needs of communities disproportionately impacted by public transit challenges, ensuring equitable access to transportation resources during the Games. Collaborate with community engagement teams and public agencies to address logistical and access barriers, improve accessibility, and deliver a sustainable, inclusive transportation strategy aligned with LA28’s broader goals to service the residents of Los Angeles, venue cities, and fans and athletes from more than 200 nations.
- Align transport strategy to LA28 and relevant City sustainability goals
- Lead the planning and execution of all transport testing and readiness efforts
- Lead all Transport-related data management and analysis (internally and with external partners) to be used for Games and organization-wide planning
- Serve as the Principal within LA28 for the Games Mobility Executives, providing executive leadership for Games transportation planning efforts, building trusted relationships, and managing the process to advocate for Games-specific priorities and endorse select public agency projects where relevant.
- Collaborate with all relevant transport agencies and advisors to develop, refine, and advance key transport plans for Games stakeholders (e.g., Athletes, National Olympic and Paralympic Committees, International Federations, Technical Officials, Broadcasters, Media, Sponsors), spectators, and workforce during the Games
- Lead delivery partner negotiations establishing key agreements with public agencies (e.g., LA Metro) and private entities.
- Evaluate ongoing strategies and stakeholder engagement and evolve accordingly. Align team structure and priorities with strategies. Incorporate and collaborate across LA28 functional areas in support of stakeholder strategies.
- Oversee the framing and leadership of the transportation operational planning and delivery efforts across all aspects of Games Transportation, including, but not limited to:
- Venue transport: determine and implement the delivery model to deliver transportation operations at competition, training, and non-competition venues
- Fleet: plan, design, procure, test, operate, and deliver the LA28 vehicle fleet services for Games stakeholder transport according to defined requirements
- Bus: outline scope and deliverables, resource needs, contract and commercial arrangements with suppliers, to deliver required bus inventory, depots, and drivers for Games stakeholder transport according to defined requirements
- Public transport: validate capacity requirements and partner with public agencies to maximize use of public transport for Games spectators and workforce
- Traffic management: define principles for safe operations in and around the Games footprint to ensure effective and efficient ingress and egress at venues, including associated road closure and traffic control operations
- Collaborate across Games planning and the LA28 organization to deliver key Master Schedule milestones that are related to or have implications to Transportation
- Partner with senior leaders and executive at public transport agencies and/or corporate partners on relevant technology solutions that can enhance the transportation plans for the Games, including, but not limited to information management, mapping and navigation, integration with ticketing and hospitality.
- Provide leadership resourcing and partner with LA28 government relations to define State and Federal resourcing requests based on precedent from previous Games in the United States
- Provide leadership resourcing and partner with LA28 community relations to engage key constituents on the Games transport plan within the Games Plan footprint
- Partner with LA28 marketing and City agencies in the development of the wayfinding system for the Games
- Prepare presentations for executive staff and key stakeholders
- Minimum 20-years of strategic planning and operational roles within transportation
- Significant tenure in a senior executive leadership role, building and growing teams
- Deep understanding of the LA Transportation landscape, its challenges and opportunities, and its vision for the future
- Experience working with senior executives across multiple functional areas, including private and public external partners; such experience should demonstrate leadership vision, focus, understanding, and engagement in high pressure and multiple stakeholder scenarios
- Demonstrated strategic thinking capability with excellent organizational skills
- Strong negotiation skills and diplomacy in managing senior level relationships and competing interests
- Knowledge and expertise of large-scale event transportation entities
- Solid judgment, communication, team building, and interpersonal skills
- Well-developed problem-solving skills and ability to work independently to resolve issues
- Fluent working with Office suite products including Microsoft Excel and PowerPoint

Salary : $280,000 - $320,000
