The Fiscal Policy and Administration Unit at the Labor and Workforce Development Agency (LWDA) is actively looking to fill a Staff Services Analyst (SSA) position.
Under the direction of the Labor and Workforce Development Agency's (LWDA) Staff Services Manager I, the Staff Services Analyst (General) duties include, but are not limited to the following:
- Assist with LWDA budget and budget change proposal related tasks.
- Use different tools to do financial calculations and analyses, like figuring out personnel costs and checking expense reports.
- Manage access to the state's financial information system (FI$Cal) and use it to generate reports.
- Act as the liaison between the LWDA and the Department of Finance, attending meetings to handle budget and administrative tasks.
- Create and update various Human Resources (HR) documents and materials.
- Be responsible for employee training and onboarding.
- Execute daily HR tasks and stay updated with HR laws and policies.
- Review contracts, grants, travel requests, and other proposals.
The person in this role should be able to work independently, follow instructions provided in various formats, organize their workload, make good decisions, communicate effectively in different ways, and consistently show dependability.

Location: This position is located at the Labor and Workforce Development Agency headquarters within the Employment Development Department building at 800 Capitol Mall, Sacramento, CA 95814. Desirable Qualifications
- Experience working with the state's budget process, including creating budget proposals and understanding how the Department of Finance and the State Legislature operate.
- Familiarity with California's Financial Information System (FI$CAL).
- Experience improving and simplifying policies, procedures, and processes to make them more efficient.
- General experience handling administrative tasks like human resources, reviewing contracts, and tracking invoices.
- Comfortable working with different groups of people on important, time-sensitive projects.
- Ability to think creatively and adapt quickly, manage time well, and prioritize tasks to meet deadlines.
- Skilled at writing clear and well-organized reports.
- Ability to foster a positive and productive team environment while working on interconnected tasks.

- Strong research skills to gather and explain complex information clearly and tactfully while considering risks and long-term goals.
