SUMMARY
Under the general direction of the Executive Director, will direct and personally perform the requisite duties relating to all areas defined as fiscal services: accounting, payroll, billing, budget preparation and monitoring. The director will also be responsible for timely and accurate preparation and submission of reporting documents, and management of any audits. The director will assure the integrity of financial activities and reports; train, supervise and evaluate the performance of assigned personnel; assist in the formulation of policies relating to the business and financial operation of the company; and perform other duties as assigned.

ESSENTIAL FUNCTIONS--Essential responsibilities and duties may include, but are not limited to, the following:
- Coordinates and develops the company budget; makes budget presentation to the Board of Directors and other groups as required; prepares written analysis related to budget and other fiscal issues.
- Plans, organizes and is responsible for all accounting, and payroll functions of the company.
- Audits and exercises budgetary control over payment of bills, invoices, payroll, purchase orders, contracts, and other claims against the company.
- Conducts treasury functions including receipt, custody, and deposit of moneys including the negotiations of expenses associated with any and all banking services.
- Maintains current knowledge of codes, regulations, laws and legislation concerning all accounting and fiscal budgeting functions of the company; establishes and maintains fiscal internal controls, insuring that compliance is maintained with other laws and regulations.
- Assures the accuracy of all central accounting processes, records, and reports and their compliance with generally accepted accounting principles and practices and legal procedures and requirements.
- Schedules, assigns and coordinates the work of section personnel; assists in selection of new or promotable employees; trains and evaluates the performance of assigned staff; recommends disciplinary action, including termination as appropriate.
- Assures timely and orderly processing at the closing of account periods and fiscal year-end closings.
- Coordinates the year-end financial statements, and other assignments needed to complete the financial reports on a timely and equitable basis.
- Manages the day-to-day internal control issues, including, but not limited to, audits, cash counts, and flow of funds.
- Manages the various audits by outside agencies, including various state and federal requirements.
- Prepares and oversees journal entry and cash transfer processing and requests.
- Attends management meetings as assigned.
- Responds to public and staff financial or payroll complaints and needs; tactfully meeting their needs.
- Assesses all business software applications, programs, and activities and update when necessary.
- Performs other duties as assigned.
KNOWLEDGE AND ABILITIES:
KNOWLEDGE OF:
- Methods, procedures, and current practices related to accounts receivable, accounts payable, payroll, and other assignments.
- Governmental budgeting and accounting principals, including taxing authority and practices as prescribed by laws, regulations, authoritative pronouncements, and the established standards of professional organizations.
- Financial and statistical analysis and research techniques.
- Information technology and the implementation of application changes in accounts receivable, payable, payroll, cash management, and other functions.
- Data processing applications for accounts receivable, payable, payroll, billing, cash management and other functions.
- State and local government organization, processes and operations.
- Spreadsheet applications, including mathematical, financial, and macro functions.
- Word processing, database, and graphic computer applications.
ABILITY TO:
- Facilitate and lead inter-department project teams.
- Plan, schedule, make work assignments, set priorities, train, evaluate, select and recommend discipline of subordinates.

- Provide instruction and assistance to other departments in all financial areas.
- Communicate effectively both orally and in writing.
- Make presentations to the management team and the Board of Directors.
- Establish and maintain effective and efficient working relationships with those contacted in the course of work.

- Assist direct staff in developing interpersonal skills.
- Operate a computer terminal with a variety of computer programs.

- Ability to work flexible schedules when required.
SUPERVISORY RESPONSIBILITIES Directly supervises employees and carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing, hiring and training employees; planning, assigning and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. EDUCATION and/or EXPERIENCE
- Bachelor’s degree from a four-year college or university in the fields of Accounting, Finance, Public or Business Administration or related field and four (4) years of progressively responsible experience in accounting, cash management auditing, and budget.
- Experience in managing, supervising, and evaluating personnel.
CERTIFICATES, LICENSES, REGISTRATIONS
Knowledge of Microsoft Office (Excel and Word)
Current Louisiana Driver’s License
CPA license preferred
