What are the responsibilities and job description for the Code Enforcement/Nuisance Officer position at Lagrange County?
Incumbent serves as Code Enforcement Officer for the LaGrange County Sheriff’s Office, responsible for enforcing county nuisance violations and animal ordinances.
DUTIES
- Enforces county nuisance violations and animal ordinances throughout LaGrange County.
- Inspects properties for nuisance ordinance compliance, ensuring properties are in accordance with county ordinances, verifying address information, and notifying property owners of non-compliance.
- Receives and investigates complaints, conducts on-site inspections, researches applicable County ordinance(s), and coordinates efforts of the Sheriff’s Office and Commissioners in ensuring/enforcing citizen compliance. Presents cases of non-compliance to the hearing authority and performs all necessary follow-up work.
- Communicates regularly with property owners, Sheriff’s Office and County Commissioners, responding to inquiries, exchanging information, assisting with efforts to come into compliance, explaining procedures for compliance and legal requirements, and resolving discrepancies.
- Occasionally provides testimony in legal proceedings.
- Performs related duties as assigned.
I. JOB REQUIREMENTS:
- High school diploma or GED required.
- Ability to meet all Sheriff’s Office hiring requirements and qualifications, including passage of a drug test.
- Thorough knowledge of and ability to make practical application of Department policies and procedures, and local, state and federal laws and ordinances regarding county nuisance and farm/domestic animal violations.
- Knowledge of County topography and ability to read and interpret property legal descriptions.
- Working knowledge of standard English grammar, spelling and punctuation, and ability to prepare correspondence and detailed written reports.
- Ability to operate standard office equipment, including computer and telephone.
- Ability to effectively communicate orally and in writing with co-workers, other County departments, various councils/commissions, and the public, including being sensitive to professional ethics, gender, cultural diversities and disabilities.
- Ability to provide public access to or maintain confidentiality of Sheriff’s Office information and records according to state requirements.
- Ability to comply with all employer and department personnel policies and work rules, including, but not limited to, attendance, safety, drug-free workplace, and personal conduct.
- Ability to understand, memorize, retain and carry out oral and written instructions.
- Ability to conduct on-site inspections to determine compliance with local codes and requirements and explain applicable ordinances and legal descriptions to property owners.
- Ability to work independently and with others in a team environment, often under pressure of formal schedules and deadlines, and on several tasks at the same time.
- Ability to apply knowledge of people and locations, plan/layout assigned work projects, and count/make arithmetic calculations.
- Ability to plan and present public speaking presentations.
- Ability to occasionally provide expert testimony in legal proceedings.
- Ability to work extended hours and/or evenings.
- Possession of a valid Indiana driver's license and demonstrated safe driving record.
- Attend and pass the Indiana Law Enforcement fire arms qualification course.
II. DIFFICULTY OF WORK:
- Incumbent performs duties which are somewhat broad in scope and involve many variables and considerations, often with conflicting aspects. Incumbent applies practical and theoretical principles to various situations, exercising considerable judgment in interpreting precedents and adapting and applying ordinances to individual cases and complex circumstances.
III. RESPONSIBILITY:
- Incumbent performs code enforcement duties according to legally defined procedures and County/Sheriff’s Office policies and objectives, discussing unusual or unprecedented situations with supervisor as necessary. Work is periodically reviewed for compliance with legal requirements. Incumbent’s decisions have significant impact on property owners, and petitioners and errors in decision could result in possible litigation against the County.
IV. PERSONAL WORK RELATIONSHIPS:
- Incumbent maintains frequent contact with co-workers, other County departments, various councils/commissions, and the public for purposes of exchanging information, explaining and interpreting policies, and problem solving.
- Incumbent reports directly to Sheriff.
V. PHYSICAL EFFORT AND WORK ENVIRONMENT:
- Incumbent performs duties in a standard office environment and outdoors, involving sitting/walking at will, lifting/carrying objects weighing less than 25 pounds, pushing/pulling objects, driving, bending, reaching, far vision, hearing sounds/communication and speaking clearly. Site visits may involve exposure to inclement weather, walking on uneven terrain, slippery surfaces, and hazards often associated with non-compliant sites, such as traffic, dust, dirt, fumes and noise. Incumbent maintains considerable contact with the public and may be exposed to irate/difficult persons. Incumbent works extended hours and evenings as applicable.
