**POSITION DETAILS**

Founded in 1971 in Long Island City, Queens, LaGuardia Community College is one of seven community colleges of the City University of New York/CUNY. In 2019, LaGuardia served over 30,000 students in pre-college, associate degree, and continuing education programs. Major areas of study include Health Sciences, STEM, Business and Technology, and Liberal Arts. Consistent with the diversity of Queens, 56 percent of LaGuardia students are born outside of the United States. More than half are first-generation college students. Sixty-nine percent live in Queens; the rest come from Brooklyn and beyond. Virtually all LaGuardia students are ethnic minorities (88 percent), 58 percent are women, and 31 percent are over the age of 25. Forty-eight percent of LaGuardia students are Hispanic, making the college a Hispanic-Serving Institution (HSI). Sixty-six percent of LaGuardia students receive financial aid. Slightly less than half attend part-time, often because they need to work to support their families. LaGuardia ranked fifth among U.S. community colleges in economic mobility – moving low-income students into the middle class and beyond – in a 2017 Stanford University study. Reporting to the President, the Title IX Coordinator is responsible for overseeing and managing all aspects of Title IX Investigations at the college.

Responsibilities of the Title IX Coordinator include, but are not limited to:

Oversees, manages and investigates sex- based misconduct complaints involving faculty, students, and staff in accordance with the University's Sex- Based Misconduct Policyand CUNY’s Equal Opportunity and Non-Discrimination Policy;

Investigates and responds to complaints of sexual harassment, discrimination and misconduct and serve as the primary liaison with parties during the investigation process including overseeing operational aspects of all hearings.

Collects statements and documentary evidence; maintain accurate and thorough records and notes of the investigatory process and writes comprehensive, detailed, high-quality, unbiased investigative reports in accordance to the University’s Sex-Based Misconduct Policy;

Ensures the College's compliance with federal, state, and city regulations, and University mandates. Oversees the preparation of internal and external reports, memoranda, and other written material;

Collaborates with campus offices including Compliance and Diversity, Human Resources, Public Safety, Student Affairs and other College offices involved in responding to reported incidents of sexual misconduct, harassment and discrimination to ensure a consistent and appropriate response to all reported incidents and to assist with interim measures and accommodations;

Maintains statistics and data for internal and external reporting purposes, including but not limited to preparing annual reports, both internal and community focused;

Maintains current knowledge of laws, regulations, and policies as well as emerging best practices for promoting diversity and inclusion and preventing discrimination and harassment;

Performing other related duties as assigned by the President’s Office or designee.

**QUALIFICATIONS**

Bachelor's degree and eight years' related experience required.

PREFERRED QUALIFICATIONS

  • J.D degree.

  • Experience related to EEO/AA, VAWA, Clery Act, Title IX, and/or other federal or state nondiscrimination laws.

  • Demonstrated expertise in complaint resolution, investigations, grievances and/or policy administration.

  • Ability to interpret, analyze, advise on non-discrimination policies, regulations and practices; investigate protected class complaints; develop and implement policies and procedures for the college.

  • Strong organization, planning, analytical and problem resolution abilities. Excellent oral and written communication skills. Advanced analytical and project management skills with attention to detail. Strong critical thinking, decision making, interpersonal, and organizational skills. Must be self-motivated and able to multi-task.

  • Prior supervisory experience.

  • Knowledge of higher education structure and setting, with a demonstrated clear understanding of the importance of a diverse, equitable, and inclusive environment.

  • An established and verifiable commitment to and record of exemplary personal and professional integrity. Proven ability to work with sensitive and confidential information, with diplomacy and excellent judgment; ability to act calmly and objectively in the face of sensitive situations.

  • Ability to work collegially and effectively with a wide range of constituencies and diverse community, including: faculty, staff, administrators, students and community partners. Ability to diagnose, clarify, and mediate differences of opinion.

**CUNY TITLE OVERVIEW**

Conducts comprehensive investigations of human resources concerns and complaints and assures issues are properly reported, answered and remediated.

  • Conducts in-depth investigations and fact-finding interviews using appropriate action plans, investigation methods and interview techniques

  • Writes investigative reports documenting methods, findings, evidence, conclusions and recommendations

  • Manages a caseload of assigned investigations

  • Develops, implements, and oversees multi-faceted training and related programs on effectively conducting and documenting investigations

  • May conduct investigations in conjunction with a college or University-level office

  • Performs related duties as assigned.
