Position Summary
The Finance Director is responsible for managing and overseeing Lake County’s financial operations. This includes supervising and performing a wide range of complex accounting, budgeting, financial reporting, and fiscal policy development functions to maintain the County's financial records and systems. The Finance Director ensures compliance with state and federal regulations, upholds the County's fiscal health, and supports transparent and strategic financial planning aligned with the County's goals and priorities. Responsible for all funds, grant funding, bonds, and other assets owned by the County. This position also includes supervisory and management responsibilities for financial staff members.
Essential Functions
1. Financial Management and Planning- Develop, implement, and oversee the county’s annual budget, including revenue and expenditure projections.
- Manage cash flow, investments, and debt issuance to maintain the fiscal health of the County.
- Forecast and monitor financial trends and advise County leadership on fiscal policies and long-term financial planning.
- Annually develop 5-year capital improvement plans and operational budgets in collaboration with department managers, aligning with the annual budget process.
- Assist with the annual evaluation and fiscal projections for employee benefit programs, including health, life, dental, disability, and vision insurance.
2. Accounting and Financial Reporting
- Oversee all accounting functions, including accounts payable, purchasing, accounts receivable, payroll, grants management, and general ledger.
- Ensure accurate financial reporting in compliance with Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) guidelines.
- Prepare and present monthly, quarterly, and annual financial reports to the board of county commissioners, leadership, public, and other stakeholders.
- Complete special projects and assignments, as assigned by the Board of County Commissioners and the County Manager
- Oversee the reconciliation of all bank statements.
- Regularly reviews budget-to-actual reports and collaborates with department managers to ensure expenditures and revenues are aligned with adopted budgets.
- Management of ERP System (Tyler ERP Pro 10 experience preferred)
- Completion of CTF, HUTF, SEFA and coordination of the 2 CFR 200 Cost Allocation Plan
3. Audit and Compliance
- Coordinate and oversee audits to ensure compliance with regulations and municipal policies.
- Implement and monitor internal controls to safeguard assets, prevent fraud, and ensure transparency.
- Ensure adherence to all federal, state, and local laws, particularly concerning tax laws, grants, and public funds management.
4. Supervision and Leadership
- Lead, train, and supervise finance department staff, fostering an inclusive, collaborative, and professional work environment.
- Set department goals, provide motivation and performance feedback, and encourage professional development within the team.
- Serve as a financial advisor to the County Manager, Board of County Commissioners, and other department managers, providing expert guidance on financial matters.
5. Revenue and Debt Management
- Oversee revenue management, including property taxes, sales taxes, grants, permits, and other revenue sources.
- Manage County debt and maintain relationships with bond rating agencies, ensuring cost- effective borrowing and repayment.
6. Community and Stakeholder Engagement
- Represent the finance department in meetings and workshops with the Board of County Commissioners, County leadership, and the community to communicate financial plans, policies, and reports.
- Respond to public inquiries regarding County financial matters, providing transparency and building public trust.

Requirements
- Bachelor’s Degree with a major in accounting or equivalent is required.
- CPA preferred or other governmental certification desirable.
- Minimum of five (5) years of progressively responsible experience in governmental finance or accounting, including two (2) years’ experience supervising two (2) or more staff
- Valid Colorado driver license
Knowledge Requirements
- Comprehensive understanding of fund accounting, municipal finance and accounting principles, including full accrual and modified accrual governmental accounting systems.
- Expertise in Generally Accepted Accounting Principles (GAAP), governmental accounting regulations, and statistical and budgetary analysis techniques.
- Proficiency in modern practices for municipal budgeting, purchasing, treasury management, inventory control, and fixed asset accounting.
- In-depth knowledge of organizational and management practices for evaluating programs, policies, and local government operations.
- Awareness of recent developments, current literature, and resources in municipal finance administration.
- Expertise in Microsoft Office Suite, including Word, Excel, PowerPoint, and database development.
- Working knowledge of accounting software systems, office equipment, and standard business tools.
- High level knowledge of practices of administration and organizational development including goal setting and program budget development and implementation.
- Experience setting and monitoring departmental goals, understanding of program planning, human resource management, and supervisory principles.
