The Evidence Based Practices (EBP) Manager is responsible for monitoring and evaluating the Juvenile Division’s standards relative to evidence-based juvenile justice practices. Activities include evaluating and coaching the work of Officers in the Juvenile Division and assisting Officers in attaining a level of proficiency, for a chosen practice. The EBP Manager will also provide training for the Juvenile Division in various evidence-based modalities, i.e., Illinois Effective Practices in Supervision (ILEPS) - Core Correctional Practices (CCP).

Hours of Work:


Typically, Monday – Friday 8am-5pm

Essential Functions

  • Regularly evaluates the work of Juvenile Officers and other managers as applicable, via audiotape review or live coaching, in all units to ensure that they are following evidence-based practices and independently formulates recommendations for quality improvement.
  • Facilitates the training of all employees in evidence-based or evidence-informed practices.
  • Trains new employees and facilitates Peer Learning Circles.
  • Becomes a train the trainer for the Juvenile Risk Assessment, ILEPS, Motivational Interviewing, and other new programs as implemented.
  • Provides coaching to Officers in evidence-based practices by live interactions with clients or by reviewing audio recordings.
  • Ensures the standards set by AOIC for ILEPS are being met.
  • Develops best practices and monitors fidelity for the Division’s evidence-based programs.
  • Assists in implementing groups in detention and FACE-IT that are evidence-based.
  • Evaluates the effectiveness of the behavior management program in detention/FACE-IT and its use of evidence-based practices.
  • Collaborates with external partners, e.g., communities of practice, to enhance evidence-based programming for the department. Attend training courses hosted by other agencies and hosts training for other agencies.
  • Coordinates detention’s annual training program.
  • Coordinates ILEPS program with adult probation for consistency.
  • Cross training in Prison Rape Elimination Act (PREA).
  • Performs other related duties as assigned.

Knowledge Skills Abilities and Education Required

  • Advanced interpersonal skills necessary to provide effective guidance to personnel and to develop cooperative working relationships with employees, management, appointed department heads, elected officials and vendors.
  • Strong understanding of the juvenile justice system including federal, state, local laws and ordinances related to the area of assignment.
  • High emotional intelligence.
  • Ability to effectively communicate at all levels (verbally and in writing)
  • Strong understanding of the principles of human behavior, behavior modification techniques (i.e., ILEPS, etc.), Social Learning Theory and Motivational Interviewing.
  • Organizing work, setting priorities, meeting critical deadlines, and following up assignments with a minimum of direction.
  • Using tact, discretion, initiative and independent judgment within establish guidelines.
  • Able to prepare moderately complex documents utilizing various computer applications related to work. Operating and routine maintenance of general office machines such as copies, facsimile machines, telephone systems, and two-way radio base stations.
  • Strong knowledge of administrative principles and practices, including goal setting and implementation.
  • Ability to research, compile and summarize a variety of informational and statistical data and materials.
  • Ability to perform basic mathematical computations such as addition, subtraction, multiplication, and division.
  • Knowledge and understanding of the Illinois Department of Juvenile Justice and Administrative Office of the Illinois Courts standards for Detention.
  • Knowledge and understanding of the Administrative Office of the Illinois Courts (AOIC) Probation Casework Standards.
Education and Work Experience
  • Candidates for this position are required to have five years of related experience, preferably at a senior level. Excellent oral and written communication skills are required. Candidates must also apply to the Administrative Office of the Illinois Courts (AOIC) for certification in a “Supervisory” position. This certification is required by AOIC for promotion eligibility.   • Background in community corrections, detention or residential settings a plus.
  • Experience in training curriculum development or delivery is preferred.

  • Resident of Illinois
  • Valid driver's license
  • Must pass a criminal background check and a check of the child abuse registry.

Physical Requirements

  • Requires light to medium work involving standing or walking some of the time, exerting up to 25 pounds of force on a regular basis, and moderate dexterity in operating machinery, tools, or office equipment.
  • Prolonged periods sitting at a desk, in a car, and working on a computer.
