General Description
The Maintenance Branch Manager general function will be to perform complex work related to leading and supervising subordinates with varying degrees of skill, in the repair and maintenance of buildings and equipment. The Maintenance Branch Manager is a member of the management team of Facilities Operations. Both in-house and contracted services are managed. The position is also responsible for management of outsourced maintenance services and materials, purchases, and is responsible for preparing and managing budgets for this area. This position is considered an emergency position that requires reporting to work during inclement weather at the regularly scheduled time regardless of whether the County is closed, opening late or closing early. This position reports to the Operations Division Director within the Facilities and Construction Services Department.
Essential Functions
Depending on the assignment, the incumbent may perform a combination of some or all of the following duties, and perform related duties as assigned:
- Responsible for the operation and maintenance of building systems in all facilities maintained by Facilities Services.
- Proposes budgets, manages expenditures, and tracks all maintenance.
- Hires, supervises and evaluates licensed master-level trades technicians.
- Manages outsourced providers of services and materials.
- Develops, administers and refines the Preventive Maintenance program for the County. Tracks execution of preventive maintenance tasks and adjusts the program to reflect best practices such as predictive maintenance, reliability centered maintenance, and root cause failure analysis.
- Works with the Operations Division Director to identify deferred maintenance issues and assists with the execution of maintenance projects with in-house and contracted resources.
- Maintains the security and confidentiality of County facilities, persons and information. This accountability is critical to the County and any significant failure may result in immediate termination for cause.
- Responsible for multiple units or areas.
- Plans, develops, and implements functions/projects for functional unit(s) or team(s).
- Prepares and manages annual budget.
- Participates in identifying and recommending capital projects as part of the Facilities and Construction Services management team.
- Performs other duties as assigned including one-time and on-going special projects.
Knowledge Skills Abilities and Education Required
Considerable knowledge of operation and maintenance of facilities and equipment.
Considerable knowledge of the methods, practices, materials and tools used in the maintenance trades (e.g. carpentry, plumbing, electricity, welding and cement finishing).
Considerable knowledge and background in heating, boiler and air conditioning systems, including electrical, plumbing and equipment repair.
Considerable knowledge of the occupational hazards and safety precautions involved in the maintenance of facilities and equipment.
Knowledge of the various federal, state and local codes on construction, installation, fire, safety and sanitation.
Skill in change management, problem-solving and conflict resolution.
Skill in time management and attention to detail.
Ability to gather, organize, analyze, examine and evaluate data or information.
Ability to plan, organize and supervise skilled and semi-skilled workers in the proper performance of a variety of construction, maintenance and repair tasks.
Ability to read and understand blueprints, operating manuals and schematic drawings.
Ability to work from sketches, building plans, specifications and oral or written instructions.
Ability to provide information, guidance, or assistance to County departments and outside contractors.
Ability to exercise discretion and confidentially handle information, records and issues.
Ability to successfully use County-specific technology and general office software.
Ability to effectively communicate in writing and orally on job progress, personnel appraisals, as well as other records, reports and accounting procedures required in overall assignments and responsibilities.
Ability to communicate clearly, logically, and persuasively both verbally and in writing; ability to prepare clear, concise, and comprehensive reports, correspondence and documents.
Ability to use tools, or equipment requiring moderate instruction and experience such as computers, software programs such as word processing, spreadsheets, or custom applications, and office machines.
Ability to establish and maintain effective working relationships with organization managers and staff, representatives of other governmental agencies, the public and others encountered in the course of work.
Supplemental Information
EDUCATION AND EXPERIENCE REQUIREMENTS
A Bachelor’s degree in Architecture, Engineering, Construction Management or Facilities Management is preferred;
Five (5) years of specialized experience, two (2) years performing the duties and responsibilities of a supervisor within government or private sector;
Valid driver’s license with a satisfactory driving record;
Or any combination of education and experience that provides the candidates possesses the knowledge, skills and abilities to perform the duties prescribed to the position (above).
PHYSICAL DEMANDS AND HAZARDS OF THE POSITION
Requires work involving standing or walking some of the time, exerting up to 50 pounds of force on a regular and recurrent basis, and high dexterity in operating office equipment, including a keyboard, phone, copier, etc. Must be able to climb ladders and stairs, work standing for long periods of time, work in extreme environments.
May be exposed to bright/dim lights, dust and pollen, extreme heat and/or cold, wet or humid conditions, extreme noise levels, animals/wildlife, traffic, moving machinery, electrical shock, heights.
The position requires normal visual acuity and field of vision and the ability to hear and speak to understand, respond to and build relationships with a diverse clientele. Color, depth and texture perception.
