JOB DESCRIPTION:
Performs difficult technical work monitoring and troubleshooting the functionality and efficiencies of the Utility Plant process, performing preventative maintenance and repairs of equipment, collecting samples and performing routine testing, maintaining files and records, and related work as apparent or assigned. Work is performed under the limited supervision of the Utility Supervisor. Continuous supervision is exercised over assigned personnel.

SPECIAL NOTE:
Candidate must possess Arizona Department of Environmental Quality (ADEQ) Grade III Water Treatment and Grade IV Water Treatment Certification or equal grade certification from another state at the time of hire, ADEQ certification must be obtained through reciprocity at hire. The selected candidate who does not possess the required certification will be considered a trainee at the time of hire. The incumbent works outdoors and is exposed to extreme temperatures. May require the use of a respirator. May be subject to call back. Primary assignment will be in Water Treatment.

The ideal candidate will have multiple years’ experience working in a lead position at a conventional surface water treatment plant. They must be able to lead, train, and mentor lower-level staff members while taking responsibility for the day-to-day operation of the plant.

MINIMUM QUALIFICATIONS:

High School diploma or GED and considerable experience in utility plant operations and maintenance, or equivalent combination of education and experience.

SPECIAL REQUIREMENTS:

Possession of Grade III Water Treatment and Grade IV Water Treatment Certification issued by the Arizona Department of Environmental Quality (ADEQ) at hire.

Possession of a valid Commercial Driver License Class B with a Tanker Endorsement is preferred.

The selected candidate who does not possess the required certification will be considered a trainee at the time of hire.

Position may also require one (1) or more of the following certifications depending on assignment:

Confined Space Certification.

Forklift Certification.

Hazardous Materials Certification

ESSENTIAL FUNCTIONS:

Performs lead-worker activities with personnel, which includes, but is not limited to; overseeing projects; training employees on proper methods and procedures; scheduling, assigning, and/or performing and monitoring work; coordinating work with other departments or contractors; inspecting projects in area of assignment.

Maintains plant records and asset management program (Lucity); keeps accurate record in daily logbook; corresponds with regulatory agencies; prepares and submits reports to regulatory agencies and management.

Coordinate work with other departments or contractors and assist in the budgeting process.

Oversees the operation maintenance of the treatment plant to meet all applicable regulatory requirements and design criteria.

Performs preventative maintenance and repairs of equipment; establishes maintenance schedules, calibrates meters and probes, and coordinates equipment repair or replacement to ensure plant effluent quality limits are maintained.

Assigns, directs, and inspects work, and trains personnel on proper methods and procedures.

Establishes and maintains effective working relationships with government agencies, City employees, and the general public.

Operates and maintains motor vehicles or other work-related equipment requiring a valid driver's license.

KNOWLEDGE, SKILLS, AND ABILITIES:


Thorough knowledge of the principles, practices, equipment, and methods used in utility treatment and pumping operations; thorough knowledge of the operating characteristics and maintenance requirements of a utility treatment plant; thorough knowledge of the occupational hazards connected with utility plant operations and related activities and of necessary safety precautions; thorough knowledge of pumps, motors, electrical, hydraulic, and pneumatic systems; thorough knowledge in the use of various chemicals used in water treatment; thorough knowledge of proper water collection and sampling techniques.

Skill in the use of personal computers, associated software packages, hardware, and peripheral equipment; ability to supervise, train, and assist subordinates.

Ability to schedule and supervise plant operations; ability to detect flaws in the operation of equipment and to determine proper remedial measures; ability to take accurate readings and to keep routine records and reports; ability to make arithmetic computations; ability to gather data and enter information in tracking systems/databases; ability to communicate effectively, both verbally and in writing; ability to establish and maintain effective working relationships with associates, clients, contractors, outside governmental and regulatory agencies, supervisors, vendors, and the general public.

The succeeding examination processes may be required: training and experience, testing, panel interview, employment eligibility verification (EEV) requirements, personnel evaluation profile (PEP), polygraph test, background investigation, and alcohol/drug screening test. Lake Havasu City complies with the Drug-Free Workplace Act of 1988 and the Department of Transportation Drug Testing Program. Drug and alcohol testing is conducted under the authority of City policy and the Omnibus Transportation Employee Testing Act of 1991. Appointment is subject to a successful background investigation and City paid post-employment medical examination after an offer of employment has been made.
