JOB DESCRIPTION : Performs difficult technical work serving as lead in the operation, maintenance and repair of the City's Water Distribution System; responsible for ordering of parts, working with outside vendors, and responding to customer inquiry and complaints; performs preventative maintenance and repairs, participates in the procurement of supplies, monitors expenditures, maintains records, prepares reports, and related work as apparent or assigned.

    Work is performed under the limited supervision of the Field Supervisor.

    Provides work direction and general guidance to assigned staff within the division. SPECIAL NOTE : Candidate must possess Arizona Department of Environmental Quality (ADEQ) Grade III Water Distribution or equal grade certification from another state and a valid Commercial Driver License Class A with Tanker Endorsement at hire.

    ADEQ certification must be obtained through reciprocity at hire.

    The selected candidate who does not possess the required certification / CDL will be considered a trainee at the time of hire.

    The incumbent works outdoors and is exposed to extreme temperatures.

    May require the use of a respirator.

    May be subject to call back.

    Primary assignment will be in water distribution. The ideal candidate will be organized, reliable and self-motivated.

    Will have the knowledge and experience to perform, direct, train and lead in the maintenance and operation of the city's water system.

    Candidate will have a firm understanding of safety protocols and will have the ability to identify issues quickly and take initiative to correct them.

    They must have considerable experience working on water distribution systems and display an eagerness to promote safety in the workplace. MINIMUM QUALIFICATIONS : High School diploma or GED and considerable experience in water or wastewater systems and maintenance, or equivalent combination of education and experience. SPECIAL REQUIREMENTS : Possession of ADEQ Water Distribution III Certification issued by the Arizona Department of Environmental Quality (ADEQ) at hire. Possession of a valid Commercial Driver License Class A with a Tanker Endorsement at hire. ESSENTIAL FUNCTIONS : Performs lead-worker activities with personnel, which includes, but is not limited to : overseeing projects; training employees on proper methods and procedures; scheduling, assigning, and / or performing and monitoring work; coordinating work with other departments or contractors; inspecting projects in area of assignment. Operates water or wastewater systems with the use of SCADA; meets requirements set forth by permits issued by regulatory agencies; manages maintenance staff on daily maintenance repairs. Performs preventative maintenance and repairs of equipment; establishes maintenance schedules; assists maintenance personnel with repairs. Procures, research, and orders parts; participates in budgeting processes. Trains new personnel on operations and maintenance; recommends performance evaluations; assists in interview and hiring processes. Establishes and maintains effective working relationships with government agencies, City employees, and the general public. Operates and maintains motor vehicles or other work-related equipment requiring a valid driver license. KNOWLEDGE, SKILLS, AND ABILITIES : Thorough knowledge of principles and practices used in water or wastewater; thorough knowledge of federal, state and local regulations relative to area of assignment; thorough knowledge of the occupational hazards and necessary safety precautions of the work; thorough knowledge of sampling and collecting procedures. Skill in maintaining, inspecting and repairing equipment; skill in using hand and power tools and using testing equipment; skill in using computers and related software applications; skill in reading and interpreting blueprints; skill in performing mathematical calculations; skill in reading and interpreting drawings and specifications; skill in operating various equipment related to area of assignment; skill in repairing equipment; skill in using and storing chemicals; skill in supervising and training employees; skill in budgeting and procurement. Ability to resolve problems and ensure effective operations; ability to handle emergency situations in a professional manner; ability to carry out difficult oral and written instructions; ability to work under adverse conditions; ability to detect by inspection worn or broken parts; ability to keep records of repairs and service operations and to prepare reports; ability to research, collect, organize and analyze data; ability to communicate effectively in oral and written form; ability to establish and maintain effective working relationships with associates, contractors, outside governmental and regulatory agencies, subordinates, supervisors, vendors, and the general public.     A positive result for drugs tested under the policy, including recreational marijuana, may be grounds for withdrawal of an offer of employment. The City reserves the right to consider only the most highly qualified applicants.

    The succeeding examination processes may be required : training and experience, testing, panel interview, employment eligibility verification (EEV) requirements, personnel evaluation profile (PEP), polygraph test, background investigation, and alcohol / drug screening test.

    Lake Havasu City complies with the Drug-Free Workplace Act of 1988 and the Department of Transportation Drug Testing Program.

    Drug and alcohol testing is conducted under the authority of City policy and the Omnibus Transportation Employee Testing Act of 1991.

    Appointment is subject to a successful background investigation and City paid post-employment medical examination after an offer of employment has been made.
