JOB DESCRIPTION:

Performs intermediate skilled work in construction, repair, and maintenance of water distribution, treatment, and production infrastructure and equipment; maintains water distribution mains and service line, operates machinery and equipment, performs preventive maintenance, repairs, and new installation to the water system, and related work as apparent or assigned. Work is performed under the limited supervision of the assigned supervisor.

The ideal candidate will be self-motivated, trustworthy, and reliable. This person will have strong mechanical aptitude and will be able to complete their work in a safe and timely manner. They will be able to work with limited supervision and have the integrity to do their job properly. The ideal candidate must be flexible, possess good communication skills, and be able to work with others.

SPECIAL NOTE:

Candidate must possess Arizona Department of Environmental Quality (ADEQ) Grade II Water Distribution Certification, or Arizona Department of Environmental Quality (ADEQ) Grade II Water Treatment Certification, or equal grade certification from another state at the time of hire, and Class B CDL with Tanker Endorsement. ADEQ certification must be obtained through reciprocity at hire. The selected candidate who does not possess the required certification/CDL will be considered a trainee at the time of hire. The incumbent works outdoors and is exposed to extreme temperatures. May require the use of a respirator. May be subject to call back. Primary assignment will be in Water Production.

MINIMUM QUALIFICATIONS:
Possession of Grade II Water Distribution or Grade II Water Treatment issued by the Arizona Department of Environmental Quality (ADEQ) at the time of hire.

Possession of a valid Commercial Driver License Class B with tanker endorsement at hire.

The selected candidate who does not possess the required certification will be considered a trainee at the time of hire.

ESSENTIAL FUNCTIONS:

Installs infrastructures utilizing shoring and excavating equipment.

Conducts daily inspections and assesses site conditions.

Make proper system and equipment adjustments and inspect meters.

Provides information to customers regarding the City’s policies and procedures related to the duties being performed.

Participates in the after-hour standby duties and responds to emergency callouts.

Performs installation, maintenance, and troubleshooting of hydraulic control valves, flow meters, pressure and level transducers, and chemical analyzers.

Follows strict safety protocols including, but not limited to confined space entry, lock-out/tag-out, fall protection, arc flash, and working on ladders/heights.

Performs maintenance and inspection duties on the City’s facilities; locates leaks and completes repairs.

Inspects, maintains, and operates a variety of construction and maintenance equipment including service trucks, backhoes, cranes, front-end loaders, dump trucks, and tapping machines.

Maintains, monitors, and repairs pressure-reducing valves (PRV) or air relief valves (ARV).

Operates/maintains equipment and tools such as jackhammers, trench compactors, small cranes, hot tap machines, drills, cut-off saws, generators, hydraulic power packs, impact guns, and other work-related tools.

Operates a variety of vehicles, equipment, and tools including service trucks, dump trucks, water trucks, vactor trucks, skip loaders, backhoes, and related attachments, large trailers, and hand and power tools requiring a valid driver’s license.

Use of a computer for email, work order entries, and looking at equipment manuals.

Oversee job sites and tasks to be completed.

Serves in emergency standby capacity; provides customer service and performs all aspects of system maintenance and repair during after-hour periods including holidays and weekends.

Records various level indicators and meter readings.

Conducts daily inspections of various station locations and assesses site conditions.

Performs routine tasks on meters , including calibrating, repairing, adjusting, and replacing and performs maintenance and inspections on tanks.

Manages tank levels and pump status; monitors daily trends to ensure optimal flow.

KNOWLEDGE, SKILLS, AND ABILITIES:

Thorough knowledge of materials and equipment used in the construction and maintenance of utility systems; thorough knowledge of the operation of utility systems; thorough knowledge of federal, state, and local regulations relative to the area of assignment; thorough knowledge of the occupational hazards and necessary safety precautions of the work; thorough knowledge of applicable City codes and ordinances and utility systems regulations; thorough knowledge of sampling and collecting procedures.

Skill in maintaining, inspecting, and repairing equipment; skill in using hand and power tools, and using testing equipment; skill in using computers and related software applications; skill in reading and interpreting blueprints; skill in performing mathematical calculations; skill in reading and interpreting drawings and specifications; skill in operating various equipment related to area of assignment; skill in repairing and operating utility equipment; skill in using and storing chemicals.

Ability to carry out difficult oral and written instructions; ability to represent the City in a neat, positive, and professional manner; ability to maintain regular attendance; ability to work under adverse conditions; ability to detect by inspection worn or broken parts; ability to keep records of repairs and service operations and to prepare reports; ability to train staff as needed; ability to research and collect and organize data; ability to communicate effectively in oral and written form; ability to establish and maintain effective working relationships with associates, contractors, supervisors, vendors, and the general public.
