Primary Responsibilities
The Environmental Resources Director will be responsible for leading and managing both staff and contractors, working closely with Engineering Consultants to ensure the safety and security of our 2 Lakes and Dams, conducting ground and water surveys, managing and allocating the Environmental Resources Budget, and educating and serving as Lakes/Environmental SME (subject matter expert) for the community at large.
The Director will ensure that the lakes and dams meet regulatory safety standards, support ecological balance, and provide recreational opportunities to residents. This leadership role involves both overseeing day-to-day operations and strategic planning, with an emphasis on environmental sustainability, community engagement, and emergency preparedness.
This role will be instrumental in ensuring the ecological health and recreational quality of LOWA’s 500-acre Main Lake and 24-acre Keatons Lake. The Environmental Resources Director will also play a key role in shaping the long-term vision for lakes and stormwater management within the community.
The successful candidate will devote his/her time to:
Lake Science (30%)
Dam Safety (20%)
Dredge Operations (20%)
Stormwater/Erosion & Sediment Control (15%)
Lake Recreational Usage (10%)
Emergencies (5%)
Qualifications
- Bachelor's degree in limnology, biology, ecology, environmental science, or a related field (Master's degree preferred).
- Minimum of 5 years of experience in water resource management, with knowledge of Virginia’s environmental and dam safety regulations.
- Proficient in GIS, technical report writing, and water quality data analysis.
- Strong communication skills, capable of delivering presentations and educating diverse groups.
- Successful candidate must have a valid VA driver’s license and pass a background criminal check. Must be able to obtain VA Erosion & Sediment Control Inspector certification and pass LOWA Boater Safety Course. EOE
Work Environment:
The role requires a balance of office work and outdoor activities, including site inspections and emergency response preparedness. The Director must be available for emergencies and willing to work outside regular hours when needed.
Staff and Management Responsibilities:
The Environmental Resources Director will oversee and manage an Erosion and Sediment Inspector, 2 Dredge Operators, and a seasonal Lakes Intern, along with shared responsibilities for managing Environmental Contracts.

Schedule:
- 8 hour shift
- 7am-3:30pm Monday-Friday. Evening and weekend availability are necessary from time to time for attendance of Lakes and Maintenance and Ecology Committee Meetings, and Board of Directors meetings. Position is considered essential and may be called on in the event of an imminent or ongoing ecological or structural emergency.
